Co-Occurring Disorders Treatment Program, Behavioral Health Specialist 1/Qualified Mental Health Associate (Portland) Columbia River Correctional Institution – Portland, Oregon Oregon Department of Corrections Behavioral Health Services (BHS) unit at Columbia River Correctional Institute (CRCI) Co-Occurring Disorder Treatment Program, in Portland, Oregon, is actively recruiting for a Qualified Mental Health Associate (QMHA) for this program. This position is expected to last through September 30, 2026; and will be filled as a Limited Duration; this position may be extended if additional funding is approved. About the Job – Your Role The purpose of this position is to deliver gender-inclusive, co-occurring disorder (COD) treatment services in a minimum custody institution to AICs identified as having a need for mental health and substance use disorder treatment. The QMHA staff function as key service providers for this program. Services provided include intake assessment, treatment plan intervention implementation, group facilitation, psychosocial skills development, behavior management, milieu management, case management, and care coordination. This position has contact with all levels of institution staff, as well as other agencies, individuals, and groups that interface with the ODOC. This position is supervised by a designated COD Treatment Program Manager. This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Requirements

  • A Bachelor's degree in a behavioral science field; OR A combination of at least three years of relevant work, education, training, or experience; OR Possession of a current Qualified Mental Health Associate (QMHA) certification; OR A qualified Mental Health Intern, as defined in 309-019-0105(61).
  • Applicants must be credentialed as a QMHA or meet the criteria for credentialing.
  • This position requires knowledge in evidence-based, trauma-informed, gender-responsive treatment interventions for adults with substance related disorders and co-occurring mental health disorders.
  • It requires experience providing skills training for individuals impacted by substance related disorders and/or persistent mental health disorders, facilitating groups, and completing clinical documentation of individual encounters and groups in a timely manner.
  • The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
  • Within three days of hire, applicants will be required to complete an I-9 and confirm authorization to work in the United States.
