About The Position

The Behavioral Health Services Manager II (BHSM II) is responsible for overseeing major programs within the Behavioral Health Bureau of the County of Monterey Health Department. This role involves planning, organizing, and supervising the provision of services, managing staff, monitoring contract services, and acting as a liaison with community groups and agencies. The BHSM II will provide leadership to Behavioral Health Unit Supervisors and ensure that services are aligned with clinical needs and regulatory standards.

Requirements

  • One year of experience as a Program Manager II - Behavioral Health for Monterey County.
  • Two years of experience as a Program Manager I - Behavioral Health for Monterey County.
  • Four years of professional experience after obtaining a California license as a Clinical Psychologist, Clinical Social Worker, Marriage and Family Therapist, or Professional Clinical Counselor.
  • An equivalent combination of education, training, and experience that demonstrates the necessary knowledge and skills.

Responsibilities

  • Plan, direct, monitor, and evaluate assigned program elements, including contracted services, to ensure compliance with regulations and quality service.
  • Manage program through subordinate supervisors and staff; select, train, and evaluate performance of staff.
  • Prepare and supervise the preparation of policies, procedures, administrative manuals, guidelines, and standards.
  • Administer an Adult Behavioral Health Program, including assessment and treatment program development.
  • Administer Children's Behavioral Health Services in a family-focused manner with collaboration from various agencies.
  • Implement quality improvement programs in accordance with federal and state regulations.
  • Analyze existing and proposed legislation for their impact on program operations and funding.
  • Develop and administer the annual budget for an assigned area.
