About The Position

The Behavioral Health Manager (BHM) oversees clinical services and behavioral health integration across WNCCHS. This position provides clinical guidance and supervision to direct reports and is responsible for oversight of the productivity and quality of work being performed by the behavioral health clinicians and clinical support. The BHM works closely with the Chief Behavioral Health Officer (CBHO) to assure a quality, highly effective behavioral health department. They assist CBHO with managing program implementation and operation within WNCCHS health centers and school-based locations. This position is a combination of managerial tasks as well as direct and indirect clinical services. The position would be based out of our Minnie Jones Health Center at 257 Biltmore Ave in Asheville but would provide clinical oversight in the delivery of behavioral health services at all WNCCHS’s service delivery sites. This includes our two satellite health centers in Candler and Marion, and our school-based locations in Asheville and McDowell County.

Requirements

  • Five years of clinical experience providing evidence-based therapeutic behavioral health treatment services to pediatric and adult populations.
  • A working knowledge of community health center mental health and substance use treatment delivery systems.
  • Experience within an integrated behavioral health setting and/or school-based behavioral health clinic.
  • Three years of experience in a supervisory role, including supervision of staff, programs, systems, and grants.
  • Master’s degree in social work or counseling and fully licensed as a Licensed Clinical Social Worker (LCSW) or Licensed Clinical Mental Health Counselor (LCMHC) in the state of North Carolina.
  • Required - Active licensure in North Carolina as: Licensed Clinical Social Worker (LCSW), Licensed Clinical Mental Health Counselor (LCMHC), or Licensed Marriage and Family Therapist (LMFT).

  • Licensed Clinical Addiction Specialist (LCAS) and Certified Clinical Supervisor (CCS) in addition to LCSW, LCMHC, or (LMFT)

Responsibilities

  • Provide clinical oversight in the delivery of behavioral health services at all WNCCHS service delivery sites.
  • Assist CBHO with identifying, implementing, and operationalizing new programmatic initiatives.
  • Train Integrated Behavioral Health (IBH) clinicians in protocols and clinical intervention strategies within an integrated behavioral health setting.
  • Monitor performance of behavioral health clinicians to ensure productivity standards are consistent with WNCCHS annual budget.
  • Complete annual evaluation on performance and goals of direct reports.
  • Appropriate approval of timecards and time off requests of supervisees.
  • For School-Based Behavioral Health (SBBH) services, collaborate with school administrators and staff to assure mutually beneficial working relationships.
  • Work with CBHO, Health Center Directors, IBH Supervisor, and SBBH Coordinator to maximize visits and effective workflows.
  • Maintain collaborative pathways with internal teams including but not limited to Care Management, Pharmacy, Dental, and Medical as well as focus on any special populations.
  • Participate as requested in the interviewing and selection of qualified candidates consistent with WNCCHS mission and defined qualifications.
  • Coordinate, monitor, and report observations and findings to the CBHO on the behavioral health programs and services, with special attention to access and quality services and making recommendations for improvement.
  • Ensure referrals are being processed within the behavioral health department in a timely manner.
  • Ensure all BH visits are properly documented in the EHR system and encounters are closed out within 72 hours of services provided by clinical direct reports.
  • Participate in mandatory in-services, drills, staff meetings and other trainings.
  • Perform duties in a prioritized, organized, and orderly manner to maximize efficiency and productivity.
  • Support efforts related to incentive, regulatory, accreditation, and certification requirements (such as PCMH, HRSA, JCAHO, and UDS) through documentation, participating in initiatives, and other activities as directed.
  • Perform other duties as assigned.
  • Provide direct and indirect clinical services, including piloting innovative approaches to improve quality services.
  • Completion of Biopsychosocial Assessments/Comprehensive Clinical Assessments.
  • Provide brief solution focused interventions and provide patient education as appropriate within the integrated care setting.
  • Development of treatment plans based on patient diagnosis and identified goals, objectives, and interventions.
  • Properly document clinical services in the EHR system and close encounters within 72 hours of service.
