About The Position

The Batterer’s Intervention Pilot Program Development Consultant will support the development and implementation of the Oklahoma Attorney General’s Pilot Program certification process. Duties include assisting with administrative rulemaking, program infrastructure-building, stakeholder coordination, pilot program technical assistance, and program application and evaluation development and review. The position is under the direction of the Victim Advocacy and Services Unit (VASU), which supports crime victims and their families by providing information, connection to local services, and direct assistance throughout the criminal justice process. The Unit is committed to ensuring victims know their rights and are treated with the utmost respect.

Requirements

  • A minimum of a bachelor’s degree that may be substituted with experience or a combination of education/experience in one or more of the following areas: accreditations, auditing, or certifications.
  • Proficiency in Microsoft Excel, including advanced functions, data analysis, and spreadsheet management.
  • Experience or knowledge of victim services, batterer’s intervention, and/or certification standards is preferred.
  • All applicants must agree in writing to complete, and satisfactorily pass, a background investigation.

Responsibilities

  • Support drafting, reviewing, and revising administrative rules related to the BIP pilot certification process.
  • Collaborate with internal OAG certification staff to align rule language with statutory intent and programmatic goals.
  • Assist in designing program certification criteria, documentation requirements, and compliance monitoring tools.
  • Contribute to the development of procedures for pilot program application intake, review, and decision-making.
  • Request, gather, organize, and analyze materials from BIP pilot providers to perform desk reviews.
  • Conduct certification reviews of BIP pilot providers seeking certification, including follow-up reviews.
  • Provide ongoing support, technical assistance, and consultation to BIP pilot providers, including training, correspondence, and on-site visits.
  • Facilitate communication and engagement with pilot site representatives, service providers, and other stakeholders.
  • Assist in organizing and documenting stakeholder meetings, listening sessions, and implementation workgroups.
  • Draft guidance documents, training materials, flowcharts, and process maps to support pilot program certification implementation and transparency.
  • Maintain detailed records of tasks, timelines, and deliverables associated with the pilot program rollout.
  • Support the development of reporting templates, guidance documents, and data submission protocols.
  • Assist with Batterer’s Intervention Facilitator 3-day training two times per year.
  • Assist with certification reviews of BIP, DVSA, and HT certified programs, including follow-up reviews.
  • Assist with VASU Advisory Council meetings that discuss BIP pilot program Administrative Code amendments.
  • Other related work as required and assigned.
