Organizes and develops programs, resources and activities through creative and strategic planning in the maintenance of light rail/streetcar, and central shop maintenance functions for Dallas Area Rapid Transit's (DART) Rail Maintenance Division. This position reports to the Vice President, Rail Operations

  • Directs and oversees the activities of personnel engaged in light rail/streetcar; central shop maintenance to include overhaul, electronic service, body/paint repair, and servicing; and, related facilities.
  • Administers functions related to on-going maintenance of vehicle and facility systems.
  • Establishes goals, policies and procedures for accomplishing the division work programs.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment and Affirmative Action (EEO/AA) program goals and activities.
  • Establishes and monitors productivity and quality control standards for assets to include reliability, safety, and cleanliness.
  • Acts as a resource to and liaison between division and various departments within DART, as well as with external contacts.
  • Develops, submits for approval, manages and oversees implementation of division and capital program budgets.
  • Develops and evaluates policies and procedures for the division.
  • Prepares a variety of documents and reports, for Executive Management review.

  • Provides oversight, guidance and support necessary to effectively integrate LRT/Streetcar service expansion programs into existing systems.
  • Ensures all assets are maintained to quality standards meeting all applicable federal, state, local and safety regulations.
  • Promotes established training, safety and quality assurance programs.
  • Refines programs as necessary to include new technologies incorporated into existing infrastructure or as part of system expansion, replacement and/or refurbishment.
  • Interfaces with engineering and contractors to resolve maintenance problems.
  • Performs other related duties as assigned.
  • Bachelor’s degree from an accredited college or university in Electronics, Automotive, Industrial Electrical Technology, Public Administration, Business Administration, Transportation, or related field.
  • Twelve (12) years experience in transportation (Transit) to include six (6) years of vehicle, equipment or contract maintenance services to include a minimum of six (6) years directing and managing a staff.
  • Demonstrates fiduciary obligation and probity to division, department, and DART when handling materials and information of a confidential and sensitive nature.
  • Excellent oral and written communication skills to effectively deliver and present with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.
  • Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.
  • A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.
  • Provides current, direct, complete, and actionable positive and corrective direction to others.
  • Valid Texas Class C driver?s license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
