About The Position

Job Summary Provides strategy and leadership for request for proposal (RFP) development activities for new and expanding Molina markets for the network function. Represents the Network Center of Excellence (COE) in all business development activities, contributing to overarching Molina business development and growth strategy. Job Duties Support strategy development, vision, and direction for Molina proposal development for the network function. Demonstrate accountability for performance and keeps executive leadership apprised. In collaboration with business and proposal development, assists in the development of comprehensive and compelling network solutions and content that address requests for proposal (RFP), request for application (RFA) and request for information (RFI) for new markets, procurement, and market expansions. Represents growth priorities for the Network Center of Excellence (COE) senior leadership team (SLT) by providing updates on company growth priorities and the RFP timeline, including need for new network builds; providing detailed and regularly updated competitive intelligence for individual opportunities and more general Network strategy; escalating Network-based risks in both existing market procurements and new market opportunities and following up to closure; identifying outlier requirements in new or emerging contracts early for operational awareness and readiness; identifying leading discussions among the Network COE SLT for development of new differentiated and winning solutions related to Network sections of RFPs. Conducts market intelligence research and builds market specific competitor analyses, converting findings into clear insights, defined actions, and bid recommendations, including review of bidders’ proposals for procurements Molina pursued or declined. Responsible for 360 Opportunity review for the Network functional area (e.g. Network landscape analysis, Strength, Weakness, Opportunity, Threats (SWOT), contract assessment, gap identification, performance assessment, competitive review and alignment to state/agency priorities) in coordination with Market Development lead (new opportunities) and local network leaders (existing health plan) and resulting program and solution development. Supports pre-writing capture as appropriate. Actively supports local network leaders (existing health plans) and Market Development leads (new opportunities) in the development of RFP/RFA/RFI responses, including developing required documentation/attachments (e.g. workflows, organizational charts), programs, review of state contracts, identification of differentiators and risks, and tracking and remediation of any issues. Collaborates and coordinates RFP assignments, capabilities, initiatives, and solutions with other departments within the business unit, and matrix partners within the company. Tracks commitments and approvals (when indicated) made to support Network COE and operations in implementation activities. Continually monitors competitive landscape, assessing competitor capabilities for strengths and opportunities in Network strategies and operations, such as emerging differentiators in contracting and credentialing (including value-based contracting), provider relations and engagement approaches, provider data management, and access to care and workforce development solutions in comparison to Molina; presents findings and cost benefit analysis to senior leadership; keeps proposal development team informed of latest innovations and trends. Supports the evaluation of partnerships and business processes by bringing appropriate COE leaders to the table for key partnership discussions and decisions. In collaboration with Business Development, develops effective relationships with strategic provider partners at the national, regional and state levels. Develops and maintains a system to track network content development activity relative to request for proposals.

Requirements

  • At least 10 years of progressive experience in network contracting and provider relations, managed care Medicaid, and/or government sponsored programs managing significant business results and relationships with providers, or equivalent combination of relevant education and experience.
  • At least 5 years management/leadership experience.
  • Leadership presence with the ability to influence inside and outside of Molina.
  • Strategic thinking and quantitative analysis skills.
  • Excellent verbal and written communication skills.
  • Microsoft Office suite and applicable software programs proficiency.
  • Strong presentation and leadership capabilities.
  • Strong business acumen, and ability to drive results and lead through change.
  • Ability to work cross-functionally across a highly matrixed organization and influence internal/external stakeholders.
