Requirements

8+ years combined professional experience in project management within an airport setting.
Bachelor Degree or equivalent work experience

Responsibilities

Experience with all financial aspects of airport capital improvement program including funding, financing, project accounting, budgeting, general and administrative costs, gateway management, financial analysis, and data integrity and accuracy.
Extensive experience in contract management and lease negotiations with construction related contractors, airlines, rental car companies and concessionaires.
Extensive experience with issuance of revenue bonds and other interim debt instruments and financing tools.
Ensures the timely award and renewal of contractual services.
Develops, interprets, reviews, and recommends new or improved local government and/or departmental procurement policies and procedures to ensure economy and efficiency of operation.
Researches, writes, and evaluates complex bid proposals, contracts, and specifications for the procurement of complex construction, concessions, materials, professional services, and services.
Confers with local government engineering, operations, maintenance, and other technical personnel to develop detailed and technical specifications.
Establishes priorities and standards for procurement projects and contracts.
Conducts pre-bid/pre-proposal meetings and explains and interprets specifications and standards to vendors, department, and local officials.
Ensures bid invitations are published and bid opening dates are advertised.
Interprets, evaluates, and reviews bids, contracts and proposals for content and conformance to specifications.
Reviews bids for conformity to contract requirements and determines acceptable bids.
