About The Position

The Aviation Planner position (Planning Specialist IV) provides expertise and technical assistance to airport operators, the general public, consultants, Federal Aviation Administration (FAA) and regional planners with airport planning studies. It assists in the preparation of state and federal grant applications, regional and state aviation systems plans, as well as conducts onsite safety inspections at each of Colorado's 76 public use airports. Evaluates the proposal of tall structures per FAR Part 77. This position is an integral part of the development and administration of the FAA and State five-year capital improvement program and the Colorado Discretionary Aviation Grant (CDAG) program.

Requirements

  • Four (4) years of professional experience in aeronautics, aviation management, business administration, civil engineering, planning, and/or public administration.
  • AND at least three (3) years of full-time professional work experience in any combination of aviation planning, aviation policy, airport management, aviation program administration, or a closely related program management field.
  • A combination of at least seven (7) years of experience and education that includes:
  • Coursework from a U.S. accredited college or university in aeronautics, aviation management, business administration, civil engineering, planning, public administration, or another field of study related to the duties of this position will be considered.
  • Full-time professional work experience in any combination of aviation planning, aviation policy, airport management, aviation program administration, or a closely related program management field.
  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. More information in the supplemental information section.
  • A current valid driver's license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
  • Required to obtain an FAA 5010 Certification within twelve (12) months of hire.

Responsibilities

  • Provides expertise in aviation planning and oversees the CDAG program for assigned airports to ensure projects are completed and properly reimbursed.
  • Provides technical information to airports, sponsors, the public, FAA, CDOT and the Colorado Aeronautical Board regarding current aviation issues.
  • Administers statewide initiatives, including but not limited to the Crack Fill, Aviation Education, Equipment Surplus, and Airport Sustainability programs.
  • Identifies, develops, and coordinates projects in the five-year State and Federal Capital Improvement Plan (CIP) for assigned airports.
  • Prioritizes projects based on airport facility demands, based aircraft, local support, available funding, economic impact to the community, and statewide systems plan priorities.
  • Compares and evaluates over 100 items on FAA Form 5010 to the facility being inspected with the rules and regulations provided by FAR Part 77 and FAA AC 5300-13.
  • Assists in the collection of airport pavement condition index (PCI) data.
  • Reviews existing airport facilities, aviation demand forecast, Airport facility requirements, Capital Improvement Program projects, environmental issues, land use drawings and airport property maps.
  • Conducts safety and design compliance reviews at airports throughout Colorado.
  • Submits reports and findings to the Federal Aviation Administration as well as airport sponsors for corrective action.
