About The Position

As a Senior Aviation Electronic Warfare Analyst, you will be supporting the Chief of Naval Operations (OPNAV) Air Warfare Division (N98) through all phases of Naval Aviation Airborne Electronic Attack (AEA)/Next Generation Jammer (NGJ) resource management. This position is located in the Pentagon, Arlington, VA. This position is contingent upon your ability to transfer/maintain your Top Secret/SCI clearance. This position is also contingent upon Government acceptance. Serco supports the US Navy as a contractor for their OPNAV N98 AEA Support contract. Our team directly supports the OPNAV N98 staff with administrative and Naval Aviation resources analytical subject matter experts. You will be part of a 10-member team that works closely with the customer, onsite at the Pentagon to deliver quality resourcing analysis. The team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program. In this role you will: Support the AEA/NGJ Branch Requirements Officers in analyzing current and future EW Requirements, Budget Programming and Execution, and Subject Matter Expertise. Assist requirements officers in developing briefings, presentations, point papers and correspondence related to Navy AEA. Provide analysis of plans and courses of action for both ongoing and developmental AEA programs to include, but not limited to, NGJ, Expendable AEA / Miniature Air launch Decoy (MALD­ N), ALQ-99 Tactical Jamming System, and Jammer Technique Optimization Organization (JATO). Maintain communication with USN/USMC weapons and fleet strike fighter requirements officers to track fleet requirements across a wide range of topics and issues impacting future requirements development. Coordinate AEA and NGJ requirements issues with the Office of Secretary of Defense: Cost Assessment and Program Evaluation Office (CAPE); Office of the Under Secretary of Defense: Acquisition, Technology & Logistics (OUSD AT&L); Office of Assistant Secretary of the Navy: Research, Development & Acquisition (ASN RDA); Naval Air Systems Command (NAVAIR) program office PMA-234; various directorates of the OPNAV staff; Commander Electronic Attack Wing, U.S. Pacific Fleet; Naval Surface Warfare Activity CRANE; and other services and agencies. Provides analysis on program execution, out-year planning and the creation of the POM and program requirements issue sheets. Use the Program Budget Information System (PBIS) to monitor and analyze changes to weapon's Program Element lines. Provide analysis of program office execution for potential under-execution and recommend action to prevent allocation of funds.

Requirements

  • An active DoD TS/SCI Security clearance (SAP Eligible).
  • A Bachelor’s degree with 8 years experience in Navy AEA squadron operations.
  • Associate's degree with 10 years experience in Navy AEA squadron operations.
  • 3 years’ experience with DoN embarked carrier air wings.
  • Display an in-depth knowledge of the PPBE process.
  • Expert knowledge of AEA/NGJ program.
  • The ability to travel up to 10%.
