This position is responsible for developing, delivering, and assessing instructional programs related to wastewater licenses in the assigned area of expertise. The AW Certification Trainer develops engaging training materials and resources and delivers in-person training sessions that support the operational readiness of Austin Water employees. This position plays a key role in strengthening workforce capability by providing hands-on instruction aligned with operational needs and regulatory requirements. Reporting to the Training Supervisor of Operational Training (Workforce Readiness and Proficiency), this position requires a strong understanding of adult learning theory, instructional content design, wastewater operational processes, and TCEQ guidelines. The AW Certification Trainer will support all wastewater operations by delivering hands-on Essentials and Proficiency training, helping ensure employees develop the knowledge and practical skills required to perform their roles safely, effectively, and in compliance with regulatory standards.

Requirements

  • Graduation from an accredited high school or equivalent plus five (5) years of hands-on experience in a public wastewater system.
  • Valid Texas Class C Driver License
  • The following minimum licenses issued by TCEQ (reciprocity for other states may be available) Class C Wastewater
  • Knowledge of water/wastewater area of specialization
  • Knowledge of Departmental and OSHA regulations
  • Knowledge of related codes and standards
  • Knowledge of related federal and state laws.
  • Skill in effective oral and written communication
  • Skill in handling multiple tasks and prioritizing
  • Skill in quickly identifying and handling conflict and uncertain situations.
  • Skill in data analysis and problem solving
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to maintain detailed and accurate educational records
  • Ability to mentor and counsel Utility employees for licensing achievement and career development
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.

Nice To Haves

  • Valid Texas Commission on Environmental Quality (TCEQ) Class C Wastewater with the ability to obtain a Class B Wastewater License within 6 months of employment
  • Experience working in a utility, or similarly-regulated organization, and in high-risk environments
  • Experience identifying training needs, developing lesson plans, and conducting training
  • Experience working in a consultative role to supervisors, managers and executives as a subject matter expert in collection and distribution, providing advice and counsel on training-related topics
  • Proficient in basic knowledge of Microsoft Office

Responsibilities

  • Develops, administers, and maintains comprehensive instructional programs in areas of water and wastewater specialization
  • Identifies and assesses instructional needs for wastewater employees.
  • Evaluates instructional programs and materials for effectiveness
  • Interprets and explains Federal, State and City policies, procedures, codes, specifications, and ordinances in area of expertise
  • Develops materials and training aids, including lesson plans, presentations, handouts, visual aids, demonstration props, tests, and other course materials.
  • Coordinates class schedule, maintains attendance records, and prepares course certificates.
  • Determines appropriate instructional methods for the course materials and the audience.
  • Coordinates and provides advice to management regarding water and wastewater area of specialization.
  • May provide leadership, evaluation, training, and guidance to others.
