About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The Provider Audit team is responsible for administering state-directed payment programs, supplemental payments and conducting annual desk reviews of provider’s cost reports to prepare cost settlements for Medicaid direct. The desk reviews are required to comply with state and federal regulations, certify public expenditures and furnish audited data for establishment of rates.

Requirements

  • Bachelor’s degree in accounting or in business administration or other field from an appropriately accredited institution with twelve (12) semester hours in accounting and one (1) year of accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports
  • Associate’s degree in accounting from an appropriately accredited institution and three (3) years of experience as specified above
  • An equivalent combination of education and experience.

Nice To Haves

  • Consistently reviews and validates LEA cost report data with at least 95% accuracy, ensuring correct application of cost principles, allowable cost rules, and Medicaid reimbursement methodologies.
  • Tracks and corrects discrepancies within established timelines.
  • Completes assigned LEA cost report audits, documentation, and follow‑up activities within 100% of required deadlines, including pre‑audit reviews, variance analysis, and submission of findings in accordance with agency audit procedures.
  • Produces audit workpapers and evidence that meet internal quality standards, with no more than one required revision per audit cycle. Documentation must clearly support conclusions, tie back to source data, and be ready for supervisory review at any time.
