About The Position

The Florida Department of Environmental Protection (DEP), Office of General Counsel, in Tallahassee is seeking to fill multiple attorney positions in the Contracts Unit of the Office of General Counsel.  Although these positions are within DEP, no experience with environmental law is necessary.  These positions are primarily transactional and focus on government contracting, grant, and procurement laws.  Additionally, they consult on and review requests for exemptions from requirements to competitively procure the purchase of commodities and contractual services. Consult on and review grant agreements (both state and federal), settlement agreements, memorandums of understanding and memorandums of agreement, interagency agreements, and data sharing agreements. Participate in the creation of procurement, grant, and contract templates and standard contracts for the purchase of commodities and contractual services. This position will review procurements, contracts and grant documents. These positions will also assist various DEP programs in rulemaking and assist litigation attorneys with bid protests.

Requirements

  • Knowledge of and comfortable with computers and business software such as Microsoft Office programs (Outlook, Teams, Word, PowerPoint and SharePoint).
  • A willingness to actively participate, communicate and collaborate with team members, gage legal risk, provide proactive guidance, respond to client and co-worker queries, and timely and effectively resolve issues.
  • Ability to handle high volume in a fast-paced environment with quality and accuracy while being self-motivated and organized.
  • Ability to conduct legal research on issues including but not limited to administrative law and procedure, and state rules regarding solicitation, procurement, contracts, and grants, as well as federal rules regarding grants. Which is to include proficiency with online research tools such as Westlaw and Lexis Nexis.
  • Excellent communication and critical thinking skills.
  • Strategic client management skills.
  • Positive attitude and a willingness to grow.
  • Senior Attorney: Must be a Member of Good Standing with the Florida Bar and have at least 5 years of verifiable related experience as an attorney.
  • Entry Level Attorney: No experience is required but must have graduated from an accredited law school within the last year and have signed up and approved to take the Florida Bar Exam. Such candidates would be required to pass the Florida Bar within 12 months of being hired.

  • Preference is for detail and solution-oriented individuals who possess practical critical thinking skills.
  • Governmental contract, grant, procurement, or real estate experience preferred.
