About The Position

This position leads Hillsborough County's oversight of youth and adult sports leagues to ensure full compliance with County policies, safety standards, and Field Use Agreements. The role serves as the primary liaison between the County and its partnered leagues and is responsible for supervising Athletics Compliance Inspectors. Key responsibilities include maintaining essential compliance documentation, addressing league concerns, and coordinating inspections and operational support across County-managed sports complexes.

Requirements

  • Knowledge of general office policies, practices and procedures.

  • Knowledge of proper English usage, vocabulary, spelling, punctuation and grammar.
  • Knowledge of occupational hazards and safety precautions required in the recreation field.

  • Strong knowledge of youth sports operations, compliance requirements, and facility management.
  • Graduation from an accredited four-year degree granting college or university with a major in Recreation, Physical Education, or a related field; AND
  • 1 year of supervisory experience in recreation, sports, childcare, customer service and supervision, compliance, facility coordination, or event planning; OR
  • An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies; AND
  • Must obtain First Aid and Cardiopulmonary Resuscitation (CPR) Certification with Practical Application within 6 months of employment; AND
  • Possession of a valid Florida Driver's License.
  • Frequently standing for long periods and walking long distances.
  • Frequently requires repeated reaching by extending hand(s) and/or arm(s) in any direction.
  • Frequently requires heavy lifting or carrying 50lbs.
  • Frequently pushing and/or pulling.
  • Must be able to travel between County sports complexes and conduct outdoor inspections in varying weather conditions.

Responsibilities

  • Development and implementation of goals, objectives, policies, procedures, and work standards for assigned facilities.
  • Directly supervise and support Athletics Compliance Inspectors conducting on-site inspections and compliance checks at County sports facilities.
  • Ensure compliance staff are properly trained, equipped, and supported to carry out their responsibilities effectively.
  • Provide ongoing coaching, mentorship, and performance feedback to enhance staff development and maintain accountability.
  • Primary point of contact for all league partners regarding complaints, site-related issues, compliance matters, and required documentation.
  • Develop and maintain strong, collaborative relationships with league presidents and designated representatives.
  • Maintain and regularly update a shared contact log for all league leadership and key personnel.
  • Monitor and track the timely submission of all required compliance documents, including insurance certificates, team rosters, training certifications, and background checks.
  • Review submitted documents for accuracy and completeness, and coordinate with Risk Management to secure insurance approvals.
  • Enforce documentation deadlines and issue formal written violations in accordance with County Standard Operating Procedures (SOPs) and Field Use Agreements.
  • Oversee the acquisition and maintenance of facility supplies and equipment.
  • Oversee field scheduling, including rentals, league activities, and public use.
  • Maintain appropriate accounting records.
  • Develop and oversee site safety and emergency action plans.
  • Oversee communication and coordination between leagues and Parks Services, ensuring timely resolution of maintenance requests and contributing to strategic planning for capital projects.
  • Track maintenance and repair work orders (EAMs), follow up on timelines, and communicate project status and updates to relevant stakeholders.
  • Participate in on-site meetings for large-scale projects to ensure alignment with County expectations and minimize disruption to league operations.
  • Investigate league-related complaints received from the public, County departments, or partner organizations.
  • Document all reports, findings, and resolutions in a clear and organized manner.
  • Escalate complex or unresolved issues to the Athletics Manager and assist with drafting formal incident documentation and corrective action plans.
  • Performs other related duties as assigned.
