About The Position

Under direction of the Director of Community Services, assists in the management of daily code enforcement operations, assists with Neighborhood Services programs ensures compliance with municipal codes, building standards, and property maintenance laws. This position supervises staff, develops policies and provides exceptional service. The Assistant Director will play a key leadership role in promoting safety, protecting neighborhood integrity, assisting with strategic planning and program enhancements to address community needs and promote service solutions. Serve as acting Director in the Director's absence.

Requirements

  • Work requires a bachelor's degree in a related field.
  • Valid Texas driver's license and ability to maintain good driving record while employed.
  • Five (5) years of progressively responsible experience combined in code enforcement, public sector, and/or management role is required with at least three (3) years administrative and direct supervisor experience.
  • Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
  • Intermediate ability to deal with system of real numbers, practical application of fractions, percentages, ratios, proportions, and measurements.
  • Advanced ability to write and communicate clearly in English.
  • Must be able to attend the City Council, Building and Standards Commission, and other required meetings in the absence of the Director.

Nice To Haves

  • A master's degree is preferred.
  • Involvement in professional organizations related to housing and neighborhood development preferred.
  • Experience managing community development programs, a plus.

Responsibilities

  • Assist the Director in managing all aspects of the Code Enforcement Division, including personnel, budgets, operations, and program review and development.
  • Assist the Director in the planning, implementation, and evaluation of neighborhood improvement initiatives and programs, community revitalization programs, and housing policies. Ensure compliance with federal, state, and local laws, regulations, city policies, codes and standards.
  • Develop, implement, and refine policies and procedures to improve program effectiveness and efficiency.
  • Manage special projects and data analysis related to code enforcement trends, performance metrics, and public complaints.
  • Participate in community outreach, education programs, and neighborhood improvement initiatives.
  • Supervise and lead a team of code enforcement officers, inspectors, managers, and administrative staff. Code programming includes residential, commercial, multi-family, rental, and short-term rental.
  • Provide training, guidance, and support to staff to enhance their skills and knowledge of program operations.
  • Conduct performance evaluations and manage staff performance, including addressing issues and implementing development plans.
  • Monitor and review program activities to ensure adherence to regulatory requirements and quality standards.
  • Conduct internal audits and compliance reviews and respond to open record requests, audits and inspections.
  • Effectively address and resolve any compliance issues, discrepancies, or violations promptly.
  • Collaborate with other city departments, law enforcement, legal counsel, and community organizations on compliance and abatement issues.
  • Acts as a technical expert for staff and clients, interpreting code information, resolving complex issues, and recommending procedural improvements.
  • Develop and implement outreach strategies to educate and engage potential participants.
  • Address and resolve public concerns, complaints, and grievances in a professional and timely manner.
  • Respond timely to City Council and City Manager's Office inquiries and provide technical support in the absence of the Director. Serve as staff liaison to the Building and Standards Commission.
  • Prepare reports and presentations for the department director, city council, and community stakeholders.
  • Maintain accurate and comprehensive records related to program operations, participant data, and financial transactions.
  • Prepare and present detailed reports on program performance, financial status, and compliance for review by the Director and other stakeholders.
  • Utilize data analysis to identify trends, measure program impact, and recommend improvements.
  • Monitor and manage the program budget, ensuring appropriate allocation and use of funds.
  • Prepare financial reports, forecasts, and funding proposals as needed.
  • Implement financial controls and cost-saving measures to maintain budgetary discipline.
  • Assist in the development and execution of strategic plans to enhance programs and address emerging community needs.
  • Participate in policy development, community planning, and advocacy efforts to address community needs and promote service solutions.
  • All other duties as assigned by Director.
  • Attend the City Council and other required meetings in the absence of the Director. Serve as Emergency Operations Center (EOC) liaison and obtain/maintain required Incident Command Systems (ICS) certifications. Some field work may be required.
