About The Position

The Assistant Director of Engineering Asset Management will work under the general direction of the Director of Engineering to plan, manage, coordinate, direct, and supervise the programs and operations of the Engineering-Capital Projects Department. This role encompasses a wide range of responsibilities, including overseeing projects related to streets and drainage, water and sewer systems, public buildings, neighborhood and park enhancements, and construction management. The Assistant Director will also manage and evaluate subordinates, and in certain instances, act as the project engineer or project manager on public works construction contracts. In the absence of the Director of Engineering, this position will assume their responsibilities, ensuring continuity in leadership and project oversight. The essential job functions include planning and managing the asset management of city-owned infrastructure, which involves conducting condition assessments, financial forecasts related to maintenance and capital program planning, inspections, and quality control of all rehabilitation and maintenance construction projects. The Assistant Director will prepare design and contract documents, maintain engineering maps, records, and GIS databases, and oversee the annual department budget and capital program planning. Additionally, the role requires performing internal process improvement assessments, reviewing designs, and issuing permits for utility construction within the city. In managing department operations, the Assistant Director will provide leadership to various divisions, prepare contracts for pavement maintenance and other services, and monitor the efficiency and effectiveness of methods and procedures. This includes reallocating resources as needed and working collaboratively with employees to improve city services. The Assistant Director will also participate in the development and implementation of departmental goals, objectives, and tactics, and will be responsible for developing and evaluating standard operating procedures. Supervisory responsibilities include selecting and hiring new employees, coordinating training, evaluating work performance, assisting employees, and implementing disciplinary actions when necessary. The Assistant Director will serve as the department liaison, engaging with residents, business owners, consulting engineers, and other stakeholders to discuss, plan, evaluate, and resolve issues and concerns. Effective communication and sound decision-making capabilities are essential for this role, as is the ability to utilize various computer software programs to support departmental functions.
