About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The Assistant Construction Site Superintendent supports DECM‑Construction field operations by coordinating multi‑trade work, supervising onsite teams, and maintaining plan/spec compliance and CPM schedule control on capital, renovation, and major maintenance projects within the Construction Apprenticeship Program (CAP). The role provides hands‑on technical oversight, safety and quality control, and documentation across statewide job sites, including projects executed with force‑account labor.

Requirements

  • Associate's degree in construction management, air conditioning, heating and refrigeration technology, industrial maintenance technology or mechanical engineering technology from an appropriately accredited institution and three (3) years of progressive experience in construction or facility maintenance including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities OR High school or General Educational Development (GED) diploma and five (5) years of progressive experience in facility maintenance or construction including journey level experience in at least three (3) building or mechanical trades including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities OR An equivalent combination of education and experience

Nice To Haves

  • Demonstrated experience supervising multi‑trade, field construction on projects involving general construction, concrete, masonry, or finish systems, including force‑account or similar self‑perform environments.
  • Proven experience using CPM scheduling or similar project sequencing tools, (e.g., coordinating activities, tracking critical paths, and adjusting field plans to maintain milestones).
  • Previous experience interpreting and applying construction plans and specifications, such as reviewing submissions or shop drawings and directing onsite execution to scope.
  • Documented experience conducting site quality control and code compliance checks, such as inspections tied to NC Building Code or industry standards (ASTM/ACI/OSHA).
  • Experience delivering trade‑skill training or apprenticeship support, such as classroom instruction, job‑skill coaching, and recording hours for certification pathways

Responsibilities

  • Coordinate daily onsite construction activities across trades; align tasks to Critical Path Method (CPM) schedules and project milestones.
  • Interpret plans, specifications, and contract documents; supervise work to ensure scope compliance and technical accuracy.
  • Conduct construction quality control inspections; verify workmanship and materials meet codes, standards, and approved submissions or shop drawings.
  • Plan and requisition materials, tools, and equipment; manage inventories and coordinate deliveries from warehouse or vendors to sustain productivity.
  • Prepare weekly construction reports capturing progress, labor needs, conflicts, inspections, and site conditions; support close‑out documentation (e.g., as‑builts, O&M manuals, punch lists).
  • Train and coach CAP participants and inmate trade crews in safe, compliant construction practices; document classroom and job‑skills hours for apprenticeship tracking.
  • Collaborate with project superintendents, design and engineering staff, regulatory agencies, and vendors to resolve field issues and maintain schedule adherence.
  • Travel weekly to statewide project sites and manage field operations with limited administrative supervision
