About The Position

Our mission is to preserve, protect and sustain the state’s pension and healthcare plans, generate investment returns in excess of comparable public pensions, properly account for and report on all funds that are deposited, invested, and disbursed through the North Carolina Department of State Treasurer, assure the financially sound issuance of debt for state and local governments, maintain the state’s “AAA” bond rating, and provide exemplary service across all divisions of the Department. This position provides a comprehensive range of legal services to the Financial Operations Division and staff at the Department of State Treasurer. The individual holding this position is responsible for providing ongoing advice and counsel on matters involving banking, procurement and contracts; assisting staff concerning interpretation of, and compliance with, relevant federal and state laws and regulations; and drafting, reviewing and negotiating relevant legal documents. In addition, the individual holding this position assists staff in drafting legislation, administrative rules, policies and procedures. The attorney in this position also must be able to work effectively with others, including the State Treasurer, other high-level state officials, the General Counsel for the Department of State Treasurer, and the staff and attorneys of other state agencies with which the Department of State Treasurer frequently must work.

Requirements

  • Ability to comprehend complex legal documents and proficiency in drafting and amending contracts, and other agreements.
  • Ability to interpret federal and state laws and regulations and provide guidance on contracting, procurement, and banking-related legal issues.
  • Proficiency in using legal research platforms like Westlaw.
  • Strong written and verbal skills to explain complex issues to staff, vendor partners, and others.
  • Licensed to practice law by the North Carolina State Bar and two years of progressively responsible professional legal experience.
