About The Position

This position is open to current CSU employees only. The Associate Vice President for Enterprise Applications (AVP) is a member of the IT Senior Leadership team and provides strategic and operational leadership for the University’s enterprise applications portfolio, including Student, Finance, HR/Payroll, Research Administration, Alumni/Advancement, Facilities, and communications platforms, and the shared services that support them (data services, integration, web, and reporting/analytics). The AVP sets a clear vision, builds strong partnerships with business and academic leaders, and leads a high-performing organization to deliver reliable services while re-architecting services and service delivery. This role stewards a sustainable financial model (operating funds, recharge, and capital), ensures disciplined governance and value realization, and champions a culture of service, learning, and inclusion. The AVP partners with other IT senior leaders to collaboratively develop strategic and organizational plans, budgets, and prioritization.

Requirements

  • Proficient with platforms such as Oracle/PeopleSoft SIS, Financials, HR/HCM, Slate, and modern data/analytics stacks such as Snowflake/Databricks, Amazon QuickSuite/Tableau
  • Skilled in vendor management across managed services, Software as a Service (SaaS), Platform as a Service (PaaS), Integration Platform as a Service (iPaaS), and business process outsourcing (BPO) support models, ensuring performance alignment, cost optimization, SLA adherence, and strategic partnership management
  • Demonstrated knowledge of AI/automation in administrative processes
  • Regulatory and risk awareness - familiarity with FERPA, HIPAA, GDPR, accessibility, and higher education cybersecurity best practices
  • Advanced skills building partnerships with academic and administrative leaders to co-deliver enterprise systems with measurable outcomes
  • Talent leadership - attract, develop, and retain IT talent; foster psychological safety and inclusive excellence
  • Change leadership - lead organizational transformation, manage ambiguity, and drive adoption through communication, training, and enablement
  • Financial stewardship - in collaboration with the CIO, develop sustainable operating budget plans and expenditures in alignment with SJSU budget allocations

  • Successful leadership of ERP and enterprise platform implementations and ongoing operations, such as financials, HCM/payroll, student, and CRM.
  • Proven track record of migration initiatives from on-premise and cloud-based systems to Software as a Service (SaaS) environments.
  • Ability to lead through transformation, such as modernizing platforms, processes, and skills.
  • Bachelor’s degree in computer science, information technology, business administration, or a related field
  • At least ten (10) years of experience within the CSU system working with administrative systems, including managing and/or supporting PeopleSoft Enterprise Applications

  • Twelve (12)+ years of experience within the CSU system leading enterprise-scale administrative systems, including the delivery of large-scale application implementations across both on-premises and cloud platforms
  • Demonstrated leadership of PeopleSoft ERP and other enterprise platform implementations, as well as ongoing operations (e.g., Financials, HCM/Payroll, Student Information Systems, and CRM)
  • Hands-on experience advancing data governance, Boomi iPaaS management, APIs/integrations, and business intelligence and analytics environments
  • Proven experience leading technology professionals, including both direct and indirect oversight of teams

Responsibilities

  • Provide vision and technical leadership for an enterprise application ecosystem spanning PeopleSoft ERP, PeopleSoft HCM/Payroll, PeopleSoft Student Information Systems, Slate CRM, Razors Edge Advancement/Alumni Systems, CSU Data CoE Analytics Platform, Canvass LMS, various teaching and research systems, and web platforms, with a focus on reliability, security, scalability, and user experience.
  • Build, mentor, and retain a diverse, high-performing organization with a culture of accountability, inclusive leadership, and collaboration; set clear goals, establish career pathways, and embed continuous learning with SaaS/Cloud, AI/ML, data engineering/analytics, and cybersecurity.
  • Establish annual applications/product roadmaps and service level objectives for each major platform in partnership with business owners; assist CIO in aligning capacity and funding to priorities and risk.
  • Drive adoption of modern delivery practices (Agile, DevOps, CI/CD, automated testing, and AI-assisted coding) to increase quality, time-to-delivery, and efficiency.
  • Manage the department budget and plan proactively for infrastructure capacity and technology changes. Ensure compliance with all financial procedures and expenditures.
  • Assist the CIO with robust vendor management and contract governance; negotiate service levels, align incentives to outcomes, and ensure compliance with SJSU and CSU policies and regulations.
  • Drive operational excellence in EAS by collaborating with peers on incident/problem/change management, disaster recovery, and continuity planning with clear metrics and post-incident learning.
  • Champion secure coding practices and application security standards across all development teams while proactively identifying, assessing, and mitigating technology risks to protect institutional data and maintain regulatory compliance.
  • Develop a portfolio management practice that will ensure applications are continuously evaluated to assess criticality and value, prioritize investments, and reduce technical debt.
  • Champion an inclusive, user-centered design approach and co-design with end users and incorporate feedback loops to improve services.
  • Translate University strategy into actionable multi-year technology roadmaps, articulate benefits, risks, costs, and change impacts.
  • Oversee the planning, execution, and management of IT EAS projects.
  • Lead strategic initiatives such as expanding responsible AI in administrative applications, implementing enhancements to the PeopleSoft suite of applications, and developing enterprise master data and integration strategy with Boomi.
  • Establish functional business plans and contribute to the development of IT systems strategy, goals and priorities aligned to SJSU “Transform 2030” strategic plan.
  • Sponsor mission-critical programs, such as student system modernization, master data management, AI-enabled automation, integration/API platform, modern analytics solutions, with success measures.
  • Actively participate in IT management meetings and working groups for students, faculty, research, alumni and administration, the Enterprise Applications and Services leadership Team and other committees, as assigned.
  • Establish and support structured cross-functional initiatives in collaboration with IT Services senior and operational leadership teams and executive sponsors and communicate progress to governance committees.
