Requirements

  • Masters degree in Behavioral Health Discipline or Masters Degree in non Behavioral Health Discipline with 15-24 master level credit hours in a Behavioral Health Discipline
  • At least three years experience in the provision of behavioral health and intellectual disabilities treatment and rehabilitation for children, youth and adults
  • LSW, LCSW, LMFT, LPC preferred
  • Driver's License and vehicle required

Responsibilities

  • Provide overall supervision of program at assigned Residential Treatment sites (P-RTF and/or RTFAs)
  • Maintain and enforce compliance with DPW’s 55 PA Code Chapter 3800 (Child Residential and Day Treatment Facilities Regulations) OMHSAS’s Memo date November 1995 titled: Requirements for Licensure of Residential Treatment Facilities for Adults; PA Code 5100, CARF program standards; DHS, DBH and CBH requirements
  • Provide supervision and support to Residential Treatment Assistants, Psych Rehab Specialists, and other assigned staff
  • Supervise clinical and rehabilitation staff to ensure the effective delivery of therapeutic interventions, skills training, and psychoeducational programming.
  • Provide direct services as needed, including crisis management and therapeutic support
  • Facilitate treatment planning and ensure interventions align with individualized goals and rehabilitation plans
  • Review and approve documentation to ensure compliance with clinical, regulatory, and organizational standards
  • Develop and implement programmatic goals and monitor progress toward achieving measurable outcomes based on clinical diagnosis of individuals.
  • Ensure continuity of care through collaboration with interdisciplinary teams, including psychiatrists, therapists, and other service providers.
  • Respond to program emergencies and crises, providing timely and appropriate interventions.
  • Oversee training to develop staff competencies, including fidelity to evidence-based practices
  • Ensure licensure compliance and regulatory readiness through regular audits and adherence to policies
  • Develop and implement program goals and monitor progress toward achieving measurable outcomes
  • Monitor and ensure adequate staffing coverage, including on-call rotation responsibilities
  • Ensure that staff vacancies are filled by interviewing and recommending selected candidates for hire to the human resources department. Complete site orientations and proper onboarding activities for all new hires
  • Ensure that policies and procedures are followed before, during and after any medical or psychiatric crisis
  • Regularly observe and provide feedback to Residential Treatment Associates to ensure that their interactions with each resident are consistent with the individual’s treatment and rehabilitation plans
  • Facilitate regular team meetings and ensure effective communication across all levels of the program
  • Participate in interdisciplinary and/or interagency meetings, including reauthorization and interagency reviews and ensure these meetings are held at least monthly
  • Provide input on policy development, program improvements, and strategic planning efforts
  • Ensure individuals gain access to needed psychiatric, medical, social, financial and other appropriate services
  • Collaborate with community and vocational organizations to develop partnerships that enhance program services and participant outcomes
  • Monitor and maintain site cleanliness, orderliness, and safety in collaboration with the Facilities Department
  • Ensure that the housekeeping, dietary and other basic life needs of each resident are being met
  • Ensure opportunities for residents to engage in community integration are provided
  • Conduct and document health and safety drills, including fire, natural disaster, and medical emergencies, ensuring compliance with all safety protocols
  • Manage program financial resources, including petty cash and budgets, ensuring fiscal responsibility and alignment with program needs
  • Oversee scheduling, usage, and maintenance of program vehicles and facilities
  • Interview and assess individuals for program admission, as assigned by the program director
  • Regularly review and process incident reports and ensure corrective actions are implemented promptly.
  • Carefully review, follow up, correct and process all BH Review Committee Minutes as assigned by the Residential Treatment Services Director
  • Maintain all credentialing standards and contribute to ongoing professional development
  • Participate in the development of proposals as requested
