Under the general supervision of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) evaluates all documents relating to Contract Payments, reviews estimate to determine accuracy, calculates and verifies deductions on contract overruns. In order to prevent interest charges for late payment, the AGPA monitors progress payments to Contractors to assure timely processing of payments to meet Federal Reimbursement requirements. The AGPA will determine the priority of all documents and to interpret questions and problems as they relate to the functions of the Estimate Section. The AGPA determines which documents will be required and if deductions need to be taken for future railroad flagging bills in accordance with the contract Special Provisions. The AGPA acts as the liaison between the field office Engineers, Resident Engineers, headquarters and Contractors. The AGPA analyzes and interprets the Construction Manual, management policies and/or directives and communicate these policies effectively to the field personnel and the Contractors.
