The Secretary of State's, Elections Division is seeking a qualified applicant to fill a permanent full-time Associate Governmental Program Analyst (AGPA) position in the VoteCal Restorations & Cancellations Maintenance (RCM) Unit. The Agency is willing to consider Staff Services Analyst (SSA) classification for purposes of this recruitment. This is an exciting opportunity to join a dynamic team of professionals who administer California's statewide elections, working closely with 58 county elections officials, superior court executive officers, other state departments, and software contractors on the statewide voter registration system, VoteCal. This is an excellent opportunity to be involved in the election process! The position is located in downtown Sacramento, near Light Rail, the State Capitol, and other amenities. A Training and Development (T&D) Assignment for this recruitment will be considered for the Staff Services Analyst classification only. To be appointed to the classification, the successful T&D candidate must fully meet the minimum qualifications by the end of the T&D assignment. The incumbent will serve on the VoteCal RCM team, which provides daily support to county elections officials, superior court executive officers, and voters in California. Daily activities can include, but are not limited to, developing training and maintaining enrollment records, reviewing data for quality assurance, responding to inquiries from county elections officials related to using VoteCal to perform voter registration list maintenance and data verification, providing excellent customer service and technical assistance to ensure compliance with state and federal laws while doing so. The incumbent will also assist the county elections officials in resolving issues related to conservator communication, system performance, and data quality. The incumbent will utilize the reporting tool in the VoteCal system to generate reports used for data analysis, list maintenance processing, investigations referrals and adhoc data requests. The incumbent will also participate in the development, implementation, and testing of system security and safeguard procedures, emergency assistance at critical election deadlines, and ongoing testing with counties, other California state departments, and various vendors. The incumbent will assist in monitoring county elections officials' compliance with respect to program participation, county performance, and timely resolution of data exceptions, monitor system version control and oversee system testing with counties, vendors, and stakeholders. Additionally, the incumbent will provide critical support to the counties during primary, general, and special elections.
