The Associate Governmental Program Analyst (AGPA), in the Ontario Unit of the County Oversight and Monitoring Section, Program Review Branch, is responsible for collecting, verifying, and analyzing data on Medi-Cal cases to determine the accuracy of the administration of the Medi-Cal program. The AGPA will acquire a working knowledge of the Medi-Cal program, and must have the ability to work independently, with minimal supervision; be able to work collaboratively with a variety of staff, located in office and remotely; analyze complex regulations and interpret and apply the regulations appropriately; explain regulations clearly to external stakeholders; have a strong knowledge of Microsoft Office programs; have the ability to navigate various Medi-Cal eligibility systems, and the ability to make oral presentations. The nature and extent of the duties of this position necessitates travel to attend meetings and/or conduct provider/staff training and contract oversight. Travel is expected to occur 5% or less of the time. The AGPA reviews county case records in eligibility systems to determine the accuracy of Medi-Cal determinations. Identifies error trends in the eligibility determination process and isolates areas in policy which may need additional guidance. Works with business partners to address findings, implement corrective action measures, and performs follow-up reviews to confirm required corrective actions are implemented and effective. Performs various research needed to identify misapplication of policies and performs various research in Medi-Cal eligibility systems. Assist swith external audits of the Department by collecting data needed to perform the audit from eligibility systems and directly from county staff. Reviews and challenges audit findings when appropriate and assists external auditors in interpreting state specific regulations. Assists Medi-Cal applicants and beneficiaries with case specific issues. The attached duty statement is the same for all positions in this unit. This is a re-advertisement of JC-494949.
