Develops, administers, and manages the departmental P-Card program. Acts as liaison to associated control agencies and/or contractors. Attends program related meetings. Develops training and disseminates program-related information to ensure compliance with the program objectives and guidance to P-Card holders on responsibilities. Provides audit findings to management. Monitors field usage. Uses the departmental tracking system to advise management of possible program issues. Performs analytical studies on laws governing changes to the program functions. Tracks, reconciles departmental P-Card purchases, and prepares purchase documents when required on P-Card purchases, utilizing the statewide Financial Information System of California (FI$Cal). Develops, issues, and maintains the departmental documents including: Management Memos, COMM-NET messages, desk manuals, bid models, contract models, etc. Prepares mandated and ad-hoc reports as required by statute and/or management as they relate to purchasing and/or contracts.
