About this Role: The Capitated Rates Development Division (CRDD) is responsible for developing and processing Medi-Cal managed care capitation rates for more than 10 million beneficiaries across California's 58 counties. Under direction of the Unit Chief, the Associate Governmental Program Analyst (AGPA) performs the more varied and complex technical analytical staff assignments, including but not limited to: program evaluation, policy analysis and formulation, systems development, budgeting and planning, data collection and analysis, and consultation with management and staff. The AGPA conducts and reviews analytical studies and surveys, takes a lead role in formulating policies, procedures, and program alternatives, and schedules meetings as required. The AGPA makes recommendations on administrative and program-related matters pertinent to items related to the Medi-Cal managed care financial delivery system, such as intergovernmental transfer programs, directed payments, quarterly Medi-Cal managed care plan (MCP) financial reporting, medical loss ratio reporting, managed care waiver programs and reporting, budgetary analysis and policy changes for the Local Assistance Estimate, and the enforcement of Centers for Medicare and Medicaid Services (CMS) special terms and conditions. The AGPA works with other professional staff in a lead capacity to examine financial reports, analyze fiscal information and transactions, and review applicable financial and utilization data, maintaining ongoing records of contract, financial, fiscal, policy, and other documents. The AGPA possesses good judgment, communicates effectively in writing and orally to both internal and external stakeholders, adapts to changing priorities, and is able to model and follow the procedures and protocols required to address diverse situations. The AGPA demonstrates dependability, discretion, the ability to collaborate with others, and proficiency in Microsoft Word, Excel, Outlook, and PowerPoint. This advertisement includes two or more vacancies within the Financial Management (FM) Unit G and FM Unit K. Unit G: is responsible for a range of key functions, including conducting and reviewing analytical studies and surveys, formulating policies, procedures, and program alternatives, and making recommendations on a broad spectrum of administrative and program-related matters pertinent to the Medi-Cal managed care delivery system and the California Advancing and Innovating Medi-Cal (CalAIM) initiative. The team also examines financial reports, analyzes fiscal information and transactions, reviews applicable financial and utilization data, and maintains ongoing records of contract, financial, fiscal, policy, and other documents. Unit K: is responsible for key functions related to the development and oversight of the Directed Payments Program within the Medi-Cal managed care delivery system. The team conducts analytical studies, develops policies and procedures, and provides recommendations on financial and programmatic matters. Staff also examine financial reports, analyze fiscal transactions and utilization data, and maintain detailed records of contracts, funding pools, and policy documentation to ensure program integrity. Additionally, the team may engage directly with external stakeholders-including hospitals, managed care plans, associations, and the Centers for Medicare & Medicaid Services (CMS)-for reporting, program inquiries, and data-related activities.
