About The Position

The Department of Justice, Office of Human Resources (OHR) is looking for a highly motivated individual who enjoys working in a positive team environment to join our Operations Team. Under the direction of the Staff Services Manager (SSM) I in the OHR, Operations Unit, the Associate Governmental Program Analyst (AGPA) performs the full range of the more complex and varied analytical duties including, but not limited to, independently conducting fiscal analysis, tracking and monitoring OHR budget information and managing purchase requisitions and contract administrative activities. The AGPA will independently process purchase requisitions and prepare and process new contracts, contract amendments and contract renewals. They consult and collaborate with the SSM I and program stakeholders to analyze and pinpoint contract needs, identify problems/flaws, and recommend and implement solutions. They also serve as the point of contact for contractors, departmental programs, and other agencies to identify and resolve contract issues and/or disputes. Additionally, the AGPA will be responsible for participating in budget planning activities which includes managing and tracking OHR fiscal monitoring and OHR Budget Change Proposal Concept papers, working with programs to approve and process invoices, and providing recommendations on operational and fiscal matters. The AGPA will also be an authorized purchaser in possession of a CAL-Card and assist with all purchasing duties for OHR. They ensure all contracts and purchasing are completed in agreeance with spending restrictions, purchasing procedures, and usage policies. Additionally, the AGPA may process Invitations for Bid, Requests for Proposal, certified small business informal price estimates, and exemption request packages. The AGPA will be expected to ensure Operations activities comply with departmental policy, fiscal soundness, the State's purchasing guidelines, and the Prompt Payment Act.

Requirements

  • Possess strong organizational skills
  • Experience working independently performing analytical and technical contract management and procurement duties
  • Experience working with state control agencies and external customers, orally and in writing, to resolve complex contract and/or procurement issues
  • Knowledge of civil service laws, rules, and regulations pertaining to budgeting, Cal-Card, procurement, and contract administration
  • Ability to show initiative, take a proactive approach to work, and follow through on action items and goals
  • Ability to communicate with all levels of departmental staff, up to and including executive management
  • Knowledge and/or experience managing projects
  • Experience maintaining confidential information and records
  • Experience managing multiple and changing priorities
  • Ability to demonstrate good judgment
