About The Position

The incumbent is responsible for managing, monitoring, and recovering funds owed to Caltrans for work or services provided to local agencies, regional transportation commissions, and other external partners. This includes overseeing the Division's Abate Recovery process, administering Work-for-Others and Express Lane accounts, and managing Toll Bridge utility accounts to ensure accurate billing, timely collections, and fiscal accountability. The incumbent serves as the primary liaison for resolving conflicts or billing discrepancies with local agencies and partner organizations, ensuring compliance with established contracts, agreements, and departmental policies. Additionall, the incumbent manages and executes tasks associated with highway maintenance projects. Responsibilities include overseeing project budgets, tracking encumbrances and expenditures, coordinating with district and headquarters fiscal staff, and assisting with project closeouts to ensure funds are properly reconciled and reported. The incumbent prepares financial reports, monitors cost recovery performance, recommends process improvements, and ensures all fiscal activities align with state and federal accounting standards.This position requires strong analytical, fiscal management, and communication skills to coordinate with internal units, external agencies, and management staff.

Requirements

  • Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst exam.
  • For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions.
  • Possession of a valid driver's license is required when operating a state owned or leased vehicle.
  • Statement of Qualification (SOQ) is required.
  • Possession of Minimum Qualifications will be verified prior to interview and/or appointment.
  • Completed applications and all required documents must be received or postmarked by the Final Filing Date in order to be considered.
  • Applicants must meet the Minimum Qualifications stated in the Classification Specification(s).

Nice To Haves

  • The incumbent must possess strong analytical and critical-thinking skills to review, interpret, and evaluate complex fiscal data, contracts, and inter-agency agreements.
  • Duties require the ability to analyze cost recovery reports, identify billing discrepancies, reconcile accounts, and develop solutions to ensure fiscal accuracy and compliance with state and federal policies.
  • The incumbent must be able to interpret legislation, policies, and procedures; prepare clear and concise analytical reports and recommendations; and anticipate potential issues that may impact Division operations.
  • Independent judgment, attention to detail, and the ability to draw logical conclusions from financial and operational data are essential.
