Under minimal supervision of the Staff Services Manager (SSM) II, the Associate Governmental Program Analyst (AGPA) in the Bureau of Firearms (BOF), Regulatory Compliance Unit is responsible for tasks associated with Chapter 284, Statutes of 2020, known as Assembly Bill 2362. The AGPA will conduct analytical research and review of firearm dealer reports to identify and track violations of California firearm laws and regulations. The AGPA analyzes the dealer reports and determines the severity of firearm dealer violations, makes recommendations to bureau management for imposing civil fines, initiates follow-up inspections as needed, and makes recommendations regarding revocation of the dealer's license. The AGPA is responsible for the preparation of regulatory accusations against firearm dealers and serves as the liaison between subject matter experts (including Field Representatives, Bureau of Alcohol, Tobacco, Firearms and Explosives staff, enforcement staff and the Deputy Attorney General (DAG) assigned to the Bureau) in order to resolve compliance issues with California firearms laws and regulations. The AGPA collects information, makes recommendations, and prepares detailed accusation packages for the Office of Administrative Hearings (OAH) in order to take regulatory action against firearm dealers. The AGPA is responsible for identifying and tracking firearm dealer violations, tracking fines and corrections, preparing detailed written license revocation packages for the DAG's signature, forwarding written notices of disciplinary action intent to license holders and for scheduling hearings with OAH.
