The State Water Resources Control Board's Division of Administration Services has an opening for an Associate Governmental Program Analyst in the Business Operations Branch, in the Contracts Services Section. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation. Requirements

  • Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and the ability to perform the assigned duties of the class.
  • If the position requires driving, you must possess a current and valid driver's license.
  • Must have Associate Governmental Program Analyst list, transfer, or reinstatement eligibility and be reachable on the certification list.
  • An applicant with a college degree obtained outside the United States that does meet accreditation standards must have education records evaluated by a credentials evaluation service.

Nice To Haves

  • Knowledge of and experience with laws, regulations, and policies related to: Contracts, Procurement
  • Knowledge of contract management concepts.
  • Knowledge and/or experience in FI$Cal, California's Statewide Financial System or other Financial Software Systems to perform budgeting and procurement transparently and efficiently.
  • Lead Teams - experience or knowledge fostering a collaborative team environment that promotes diversity. Be able to take actions promptly and use good judgment while making decisions; proficient in planning, organizing and implementing.
  • Customer Service - experience working cooperatively with customers to meet shared business objectives; ensuring effective delivery of services to the customer. Maintaining consistent communication with the customers.
  • Research and Analyze - knowledge and experience utilizing tools and methodologies to conduct analysis, evaluate programs, processes, policies, and procedures; experience researching a variety of resources available; analyzing and synthesizing data to prepare written and/or oral reports for customers and/or management.
  • Completed Staff Work - knowledge of the appropriate tools and methodologies to conduct completed staff work and provide advice and consultation on technical matters to all levels of staff.
  • Critical Thinking Skills - experience or knowledge with logical and creative reasoning; forward thinking, assessing situations, making connections and drawing conclusions.
  • Communication Skills - experience communicating effectively, both orally and in writing.
  • Interpersonal Skills - experience interacting and working cooperatively with others; experience exercising professionalism and extreme tact; while maintaining composure and calmness when interacting with others. Experience in resolving problems and maintaining a sound professional demeanor.
  • Work Habits - experience or knowledge in organization and attention to detail; punctual and dependable; enthusiastic team player; willingness to conform to job requirements and to accept suggestions for work improvement; adaptable to change.
  • Knowledge of personal computers and the standard suite of Microsoft Office software programs.
  • Willingness to accept increasing responsibility; and demonstrate a capacity for development.
