About The Position

This is an on-call position with 20 hours expected per week starting by on August 31, 2026. Pay for this position is $39.19 per hour. The selected individual will work a hybrid scheduled from our Reston, Virginia office and travel occasionally depending on engagements and needs. ICF's Energy Advisory business is growing, and we seek experienced consultants to join our team in our Independent Engineering/Owner’s Engineering line of business. Our work is focused on energy sector projects and encompasses all phases from concept development through the end of the project lifecycle. This includes technical advisory and due diligence for projects during development and financing, construction monitoring, performance testing, periodic O&M and operating budget reviews, decommissioning, expert witness, and restructuring activities. Personnel within the Technical Advisory practice have experience in numerous technologies including PV solar, wind, concentrating solar power, biomass, waste-to-energy, biofuels, emerging process technologies, combined cycle and simple cycle plants, thermal technologies, distributed generation, energy storage, demand response, and other energy related technologies. Our Technical Advisory team works collaboratively with our Power and Gas Market team, Environment and Planning team, and the greater ICF to provide comprehensive advisory services include strategic, investment, and portfolio management, operational planning; market development; policy analysis; regulatory support; and customer engagement. Consultants at ICF integrate industry experience and advanced consulting and analytical skills. As an IE/OE Consultant, you will utilize your deep energy storage experience along with our IE/OE advisory services group and in broader power markets, proven track record of technical consulting or utility industry results, and skills engaging with client decision-makers at manager to senior executive levels.

Requirements

  • Bachelor’s Degree in electrical engineering or related field with a focus on energy storage and/or power systems.

Nice To Haves

  • By start date, acceptance/ enrollment verification, or at least 9 credit hours of completed graduate-level courses in Energy, Policy, Climate, Economics, Mathematics, Business, Operations Research, Engineering, or related field
  • Knowledge of energy storage applications, technologies, integration, and valuation.
  • Familiarity with regulatory standards (UL, IEC, NEC) and EV technologies.
  • Up to 2 years’ experience in energy storage design, modeling, or component analysis.
  • Strong quantitative and analytical skills.
  • Proficiency in Microsoft Office Suite.
  • Programming skills in R, Python, MATLAB, or VBA.
  • Understanding of linear optimization and production cost modeling (preferred).
  • Consulting, project management, and business development experience.
  • Ability to collaborate with technical and commercial stakeholders.
  • Passion for sustainability and clean energy.

Responsibilities

  • Contribute to the development of innovative, accurate, timely, and high-quality products and services, potentially working with all levels of staff.
  • Apply your experience and knowledge, lead and provide technical input to major projects, and interact with experts and clients in the field, while building content knowledge and consulting skills.
  • Review technical aspects of related to energy storage, specifically battery storage, as well as electric vehicles (“EV”), EV infrastructure, and EV charging stations - with a willingness to support the team on other technologies, as necessary:
  • Perform technical reviews for new and existing energy storage related equipment and systems, including individual components, control systems, and system architectures.
  • Perform detailed technical research related to energy storage modeling, technology development, and manufacturing trends.
  • Perform energy modeling of systems that include energy storage plus generation (solar, wind, or thermal) or stand-alone energy storage and interaction with the grid.
  • Support development of internal tools and databases related to technology, performance, and cost of energy storage technologies and other technologies
  • Continuously monitor and evaluate new technologies and industry developments related to energy storage and EVs.
  • Write and review due diligence reports
  • Contribute to technical and cost proposal development
  • Interface with clients on key deliverables
  • Support business development efforts including identifying, qualifying, and supporting the pursuit of both follow-on work and new business opportunities.
  • Support business development efforts including client discussions as a technical expert, and marketing and thought leadership to external audiences
