About The Position

The Kansas State Board of Healing Arts is seeking a highly motivated and detail-oriented Associate Disciplinary Attorney to support the Board's mission to protect the public through licensure and regulation of healthcare professionals. This position plays a critical role in the agency's disciplinary process by handling complex complaints involving any of the 16 health care professions regulated by the Board. Working under the direction of the Disciplinary Counsel, the Associate Disciplinary Attorney collaborates with investigative staff, legal colleagues, and professional councils and committees to ensure fair and efficient resolution of disciplinary matters in accordance with Kansas law.

Requirements

  • Law degree from an accredited school and an active Kansas Law License.
  • Strong legal writing, analytical, and research skills.
  • Ability to interpret and apply statutes, regulations, and professional standards.
  • Excellent interpersonal and communication skills, including the ability to work collaboratively with multidisciplinary teams.

Nice To Haves

  • Five (5) years of relevant legal experience is strongly preferred, particularly in administrative law or health care regulations.
  • Experience in administrative, regulatory, or health care law.
  • Experience in independently litigating cases, including administrative, civil, and/or criminal litigation.
  • Familiarity with the Kansas Administrative Procedure Act and state agency operations.
  • High degree of organization, sound judgment, and attention to detail.

Responsibilities

  • Review and evaluate complex complaints filed with the agency involving licensees from any of the 16 professions regulated by the Board.
  • Conduct legal analysis and factual assessment of cases to determine appropriate investigatory and enforcement strategies.
  • Develop and implement detailed case plans in collaboration with investigators and Disciplinary Counsel.
  • Draft and issue subpoenas; enforce compliance with subpoenas as necessary.
  • Identify and request relevant records, witness interviews, or expert consultation to support investigation and case development.
  • Work closely with investigative staff to ensure thorough and legally sound investigations.
  • Draft legal memoranda, motions, correspondence, and other documents related to enforcement proceedings.
  • Prepare and present disciplinary matters before the Board's Review Committees and Professional Councils.
  • Coordinate with outside counsel as needed to assist in case preparation or presentation.
  • Conduct legal research on applicable statutes, regulations, case law, and administrative precedents to support disciplinary actions and agency enforcement activities.
