About The Position

Within the Department of Corrections (DOC), to plan, organize and direct the maintenance and repair of all buildings owned by the Department, and to be responsible for the maintenance of grounds and surrounding areas including fences and other security structures; and to do related work as required. To be responsible for of improving and integrating the management of Capital assets by identifying innovative solutions in the delivery of a strategic capital assets management program. To oversee risk management function of DOC facilities. To assist the Assistant Director of DOC by planning developing and directing capital asset program management, including major public building construction and renovations. To develop and oversee a comprehensive facilities management program for state buildings, facilities & grounds. To support agencies and departments by providing expertise and innovative solutions in the delivery of strategic and integrated facilities construction and management, real estate services and workforce space planning. To ensure that facilities attain practicable goals in sustainable design, construction and operations, and to ensure the state achieves optimal levels of energy and water efficiency for existing, renovated and new buildings, through the consideration of LEED certification, International Green construction code, or other equivalent certification programs and best practices. To ensure that the states grounds are maintained in the aesthetically pleasing and cost-effective manner and in alignment with best practices in the fields of sustainable landscape design and historic landscape preservation as appropriate and practical. To develop benchmark for facilities management and maintenance functions by establishing minimum standards for all facilities and represent the current best practices for facilities management and maintenance while maximizing the efficiency of business processes, and compliance with legal and regulatory reequipments. To establish program objectives, goals, and priorities and determine operating policies and implementation methods, within the context of the overall DOC policies and guidelines. To ensure conformance with all relevant laws, regulations, standards, practices, policies and procedures. To confer with and advise state officials at the highest level on a variety of issues, policies, programs and executive initiatives. To evaluation and recommendations pertinent to enhancing operating procedures and the delivery of services. To be responsible for the agencies input into the development of the operating budget and to ensure the efficient and sound management of all resources. To develop spacing standards for inmates in each building under consideration, including allowable population. To advise on renovations and/or additions to each building under consideration, including any applicable site development modifications. To incorporate existing and anticipated deficiencies with proposed renovations and/or additions. To review and oversee hard construction cost estimates provided by selected designer. To incorporate of all soft costs and project contingencies. To oversee and work with National Grid on utilities for a more efficient method of power distribution throughout DOC. This also includes working with the utility companies on all the incentives that the DOC can utilize with utility companies. To guide and monitor ongoing implementation of PREA policies, procedures and practices in the facility, designate a Facility PREA compliance manager, make recommendations, and take necessary action to maintain and improve the facility’s efforts to prevent, detect and respond to incidents of sexual abuse and sexual harassment of inmates. To work with the Assistant Directors on suicide prevention, as well as handicap accessibility, and aging population for new renovations as it pertains to these situations. To investigate and plan on future needs as seen by the department. To do work as required.

Requirements

  • A thorough knowledge of the field of building maintenance and repair
  • a thorough knowledge of the skilled building trades
  • knowledge of skilled mechanical trades such as refrigeration, heating and air conditioning
  • knowledge of data-based inventory systems
  • knowledge of fire safety and control equipment and systems
  • knowledge of the principals and practices of supervision
  • knowledge of planned maintenance programming methods
  • knowledge of basic budgeting practices
  • skill in reading and interpreting blueprints, plans, schematic drawings, and specifications
  • skill in reading and evaluate vendor contracts
  • the ability to develop a total capital budget and specific project budgets, perform reliable project cost estimating, review project cost estimating and determine constructability of plans
  • the ability to assign and direct the work of a diverse staff
  • the ability to determine building maintenance and repair needs
  • the ability to prioritize and direct several diverse projects
  • the ability to prepare clear and concise management reports

  • Graduation from a college of recognized standing with a degree in Public or Business Administration, Finance, Architecture, Engineering or a closely related field
  • Extensive employment in a highly responsible professional position involving capitol asset management, engineering principles, practices, techniques, and project management within a large private or governmental setting
  • being responsible for the maintenance and repair of a large, multi-purpose building or buildings
  • or in a position responsible for supervision of the construction or renovation of such buildings with experience in value engineering
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Nice To Haves

  • 2+ years of experience supervising or mentoring maintenance staff.
  • Experience developing and implementing maintenance policies, procedures, and schedules.
  • Experience with ensuring compliance with safety regulations, building codes, and environmental standards.
