About The Position

The Associate Director of Housing at the Department of Health and Human Services (DHHS) is a pivotal leadership role within the Office of Behavioral Health (OBH). This position is designed for an individual who is passionate about addressing housing stability and homelessness, particularly for individuals with mental health and substance use conditions. The Associate Director will oversee and lead all OBH housing programs and policy development, focusing on the implementation of the Housing First Program in Maine. This program aims to provide essential support and stabilization services to individuals, contributing to the overarching goal of ending chronic homelessness in the state. As a member of OBH's Senior Leadership team, the Associate Director will report directly to the OBH Deputy Director and will collaborate with various offices within DHHS, including the Office of MaineCare Services, as well as external partners such as the Governor's Office of Policy Innovation and the Future and the Maine State Housing Authority. The role requires strategic planning and oversight of existing housing programs, ensuring that they align with the mission of OBH and effectively address the immediate housing challenges faced by individuals with behavioral health issues. The Associate Director will be responsible for supervising the OBH housing team, managing the early implementation of the new Housing First Program, and leading the federal Continuum of Care (CoC) grant. This includes collaboration with federal HUD partners to streamline the CoC Grant and ensuring that the Coordinated Entry Process effectively serves its mission. The position also involves developing housing-related policies and legislative activities, acting as a liaison with the Department of Housing and Urban Development, and fostering a data-driven approach to evaluate the efficacy of OBH housing programs. A strong focus on diversity, equity, and inclusion (DEI) will be integral to the role, ensuring that housing activities improve services and access for all individuals.
