About The Position

The Associate Director of Data Analytics will support the implementation of CPCA’s Health Center Controlled Network (HCCN) and data and quality strategy, including through advancing data and analytics and interoperability capacity across community health centers. This role is responsible for providing technical assistance, developing analytic tools and resources, and promoting data-driven performance improvement. The position also provides data management and analysis to support CPCA’s advocacy efforts and governance functions.

Requirements

  • Strong analytical skills with proficiency in Excel, Microsoft Office, and data visualization tools (Power BI, Tableau, DRVS or similar), along with experience in SQL, Python, or R for advanced analysis, automation, and data quality work.
  • Understanding of healthcare data standards and workflows (UDS, CQMs, FHIR, HL7), and familiarity with EHR systems (Epic, eCW, NextGen, Athena) and population health platforms.
  • Ability to validate data, troubleshoot issues, and translate complex findings into clear, actionable insights for non‑technical audiences.
  • Skilled communicator and facilitator, experienced in leading high‑level meetings, trainings, peer networks, workgroups, and committees using inclusive and collaborative approaches.
  • Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a fast‑paced, cross‑functional environment while maintaining strong interpersonal and professional relationships with staff, members, partners, and vendors.
  • Experience supporting grant and budget management, contract development, reporting, and cross‑departmental collaboration.
  • Bachelor’s degree in public health, data science, health informatics, computer science, or related field (Master’s degree preferred).
  • 3+ years of experience in healthcare analytics, health IT, or data strategy—preferably in community health centers or public health settings.
  • Due to network security and hybrid work, this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month.
  • This is a hybrid position with all hires being required to maintain residence in California and commute to our office in downtown Sacramento multiple times a week.

Responsibilities

  • Data Analytics and Strategy
  • Conduct data validation, quality assurance, and performance analysis for clinical quality measures, operational metrics, and statewide health center data.
  • Develop dashboards, reports, and visualizations using tools such as Excel, Power BI, Tableau, and Azara Data Reporting Visualization Software (DRVS). Maintain standardized data repositories, performance indices, and benchmarking tools.
  • Support data modernization initiatives, including FHIR alignment, interoperability efforts, encounter data improvement, and broader quality strategy development.
  • Translate data insights into actionable recommendations for Participating Health Centers (PHCs), HCCN leadership, and CPCA’s policy and advocacy priorities.
  • Coordinate and fulfill data requests from internal and external teams, member health centers, and partners.
  • Technical Assistance and Training
  • Serve as a primary point of contact for health center data and IT teams, troubleshooting data issues, supporting workflow improvements, and guiding onboarding and optimization of population health tools (e.g., DRVS).
  • Provide training, office hours, and resource materials on data governance, data management, analytics, interoperability, quality improvement, and AI readiness.
  • Track PHC engagement, progress toward HCCN objectives, and grant compliance to ensure effective participation and program alignment.
  • Partnership and Vendor Coordination
  • Collaborate with Electronic Health Record (EHR) and AI vendors, Health Information Exchange (HIE) partners, population health platforms, and other technical partners to resolve data exchange issues and align data initiatives.
  • Participate in statewide and national workgroups, sharing updates and representing PHC interests.
  • Contribute to planning meetings, convenings, and cross‑organizational strategy discussions to advance coordinated data and technology efforts.
  • Artificial Intelligence (AI)
  • Lead the development of an AI strategy for health centers, including governance, ethical use, risk mitigation, and alignment with HRSA and statewide data modernization priorities.
  • Design and deliver AI‑focused training, resources, and technical assistance to build understanding of AI tools, use cases, and implementation requirements.
  • Assess AI readiness, support pilot implementations, evaluate vendor solutions, and guide integration of AI tools into clinical and operational workflows.
  • Oversee the creation of AI‑related metrics, dashboards, and evaluation frameworks to track adoption, performance, and impact across participating health centers.
  • Support the Association's strategic plan.
  • Respond promptly and thoroughly to member inquiries.
  • Attend and participate in required Association meetings,
  • Travel for state, regional, and national conferences, training, and site visits by air and ground transportation.
  • Reports regularly to supervisor.
  • Other duties as assigned.
