About The Position

The National Association of State Departments of Agriculture is seeking a new team member to join its operations team who is passionate about American agriculture. This position will have the opportunity to travel across the U.S. for meetings and conferences. The candidate will have the opportunity to build relationships and collaborate with leaders from state departments of agriculture from all 50 states and four U.S. territories, government entities, and major agricultural corporations. The essential functions include but are not limited to: Lead and implement NASDA's full-cycle recruitment strategy for both headquarters employees and the nationwide network of NASS enumerators. Partner with program leadership to identify workforce needs and develop long-term staffing strategies. Oversee and continually improve onboarding processes to ensure new employees and enumerators are effectively integrated into the organization. Design and implement training resources that support employee engagement and retention. Manage employee relations matters including conflict resolution, performance management guidance, and policy interpretation. Ensure compliance with federal, state, and local employment laws and regulations. Oversee compliance functions including personnel records management, employment documentation, and internal human resources (HR) policies. Administer employee benefits programs for headquarters staff, including health insurance, retirement plans, and related benefits. Serve as the internal expert on HR systems, ensuring systems function efficiently and identify opportunities to improve HR systems and workflows to support both headquarters staff and distributed enumerator workforce. Assist leadership with HR reporting, workforce analytics, and organizational planning. Develop and maintain HR policies and procedures that align with NASDA's mission and operational structure. Support organizational culture initiatives and employee engagement efforts.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field required.
  • 5+ years of experience in human resources management, preferably in a growing organization or complex workforce structure.
  • Demonstrable experience with HR information systems (ex. iSolved) including the ability to manage and optimize system functionality.
  • Knowledge of employment law, HR compliance requirements, and best practices in HR administration.
  • Experience administering employee benefits programs.
  • Demonstrated ability to manage employee relations issues with professionalism and sound judgment.
  • Exceptional organizational and project management skills.
  • Strong analytical and critical thinking skills with the ability to identify solutions and improve processes.
  • Excellent written and verbal communication skills.
  • Superior interpersonal and relationship-building skills with the ability to work effectively across all levels of an organization.
  • High level of independence in day-to-day tasks.
  • Self-motivated as well as a team player.
  • Demonstrated ability to work well in a fast-paced and deadline-oriented work environment.
