About The Position

This position is located in the Department of General Services (DGS) Budget Development and Implementation (BDI) division. The BDI division reports to the Chief Administrative Officer (CAO) within the Office of the Director and manages budget development and implementation for the agency, while working with the various divisions across DGS to achieve programmatic goals. The incumbent of this position is responsible for planning, developing, managing and coordinating the budgetary functions of the agency or assigned area(s), including but not limited to: budget development, budget execution, resource allocation and management, fiscal report/management as well as supervising staff assigned. The incumbent works under the general administrative and broad policy direction of the Chief Administrative Officer. Participates with management in the planning of the full range of budgetary matters agency and assigned area(s) of program and serves as a member of executive or senior management staff, as well as a key advisor to executive/senior management and staff on all administrative activities. Recommends and formulates policies and strategies on budget development and administration; financial management; official travel; capital and property management. Serves as key role in the development of the Department's annual budget and provides technical advice on all aspects of budgetary and funds control. Assists the Chief Administrative Officer in determining, within established parameters, what financial and manpower resources should be allocated to assigned programs. Projects long-term budget requirements and develops internal budget systems and processes to meet guidelines and regulations. Controls and authorizes the expenditure of funds allocated for the various budgets, e.g., litigation expenses, travel, training, supplies, equipment, etc. Performs and advises on the formulation and preparation of budget estimates and supporting data on funds for the agency, which extends to, and includes all funding sources.

Requirements

  • Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
  • Graduation from an accredited four-year college or university with a Bachelor's degree in Administration related field in an accredited college or university.
