About The Position

The Associate Director, Budget provides leadership, direction, and supervision support to the Budget Director for all aspects of day-to-day Central Budget operations. In partnership with the Central Budget Director, takes a lead role in the strategy and initiatives of the Central Budget Office. This position leads and directs the allocation of funds and for planning, coordinating, and supervising the preparation, implementation, and monitoring of the University's budgets. The Associate Director is responsible for the development, improvement, and implementation of changes to the University's budget and planning processes and systems, including success of related finance professionals at the university and contract management. This role also oversees policy setting, system functions, new releases, workflows, validations, integrations and testing for the Workday Payroll Cost-Accounting and Allocation business processes. The Associate Director supervises, mentors and trains four professionals in the Central Budget Office to succeed in achieving personal and organizational goals.

Requirements

  • Bachelor's degree in accounting, finance, business, or related field.
  • 5 years' experience in financial management or principles of accounting.
  • Progressive leadership responsibilities as demonstrated by application materials.
  • Experience leading cross-functional teams in a matrixed environment.
  • Experience identifying and driving process and system optimization.
  • Knowledge of principles, methods and practices of budgeting and funds/account management.
  • Experience delivering insights via data analysis and financial modeling in a complex corporate or university environment.
  • Knowledge of GAAP.

Responsibilities

  • Responsible for internal annual budget process, allocation of revenue to areas of the University based upon need and strategic mission of the University.
  • Develop and or enhance budgetary policies, procedures, and processes.
  • CBO Business Partner for assigned areas which includes monthly analysis of area forecasts, monitoring of compliance with the budget policies and funding source compliance.
  • Responsible for duties and decision making for the Central Budget Office in the absence of the Budget Director or as designated by the Budget Director.
  • Monitor State General Fund changes by the Governor and Legislative bodies throughout the year.
  • Annual review of Senate Bill No.28 (Allocation Bill) to ensure it contains all KUMC funds and removal of any funds that have expired.
  • Participate in monthly meetings with KUMC's government relations personnel to share knowledge regarding legislative activity.
  • Responsible for the planning and coordination of monthly Financial Leadership Group meetings.
  • Member of the University multiple position committee, providing best practice options and recommendations for the Payroll Accounting and Adaptive Budget processes.
  • Research and evaluate industry best practices and implement as appropriate.
