About The Position

The Associate Attorney will work within the Division of Legal Affairs, New York State Department of Health (DOH) and will be responsible for addressing all legal issues related to actual or potential public health emergencies. Responsibilities include but are not limited to: preparing memoranda and providing other forms of legal advice on issues of state and federal law; drafting agency regulations, proposed statutes, and emergency and executive orders; reviewing documents for consistency with policy and law; and coordinating efforts with attorney representatives of other state, local and federal government entities. Subject matter areas include regulation of healthcare facilities and entities, environmental law, executive law, public officers law, education law (scope of practice), State aid to localities, contracts and MOUs, and communicable disease. In addition, the Associate Attorney will work closely with other to ensure adequate legal coverage during actual or potential emergencies. The Associate Attorney will also be responsible for briefing DOH and Chamber executive staff during actual or potential emergencies. In response to emergencies, additional hours and independent self-direction are expected.

Requirements

  • J.D.
  • NYS bar admission
  • two years relevant experience
  • Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
  • Valid and unrestricted authorization to work in the U.S. is required.
  • The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

Nice To Haves

  • Participation in Law Review in law school, and publication of Law Review Articles.
  • Experience providing Continuing Legal Education (CLE) trainings.
  • Experience in emergency preparedness at the local government level.
  • Experience working at other state agencies involved in emergency preparedness, e.g., Department of Homeland Security.
