About The Position

The Associate Administrator, Strategic Sourcing and Procurement is responsible for directing all activities related to strategic and capital sourcing, value analysis, and procurement services for the health system. This leader serves as the primary architect for cost reduction and value generation across the organization. This position leads the execution of complex sourcing events, high-value negotiations, vendor management, and strategic partnerships with clinical and operational stakeholders to drive savings and operational excellence. The Associate Administrator develops, oversees, and implements scalable strategies for category management, savings reporting, and savings realization that support the health system's financial goals. This position will develop and lead the execution of the enterprise-wide Value Analysis Program and governance framework in coordination with executive leaders across the organization. The leader will ensure alignment between clinical and operational stakeholders to drive evidence-based decision making, reduce unwarranted clinical variation, and optimize the utilization of medical products and services across the continuum of care. This leader will also oversee procurement operations that support the Strategic Sourcing and Category Management architecture. The role directly manages Category Managers responsible for Purchased Services, Capital, Ancillary Services, Perioperative and Nursing Services, Value Analysis Coordinators, and the Procurement Manager, fostering a high-performance and collaborative team environment.

Requirements

  • Bachelor’s Degree Finance/Business Administration/Supply Chain Management or other related studies.
  • 15 years or more Progressive Experience in supply chain contracting and strategic sourcing
  • 5-10 years In leadership roles within the healthcare or medical center environment
  • Negotiation: Demonstrates strong negotiation experience with documented results and the ability to navigate high-value contracts and complex vendor relationships. Capable of securing favorable pricing, terms, and conditions aligned with the organization’s financial goals.
  • Problem Solving: Demonstrates a strong track record of problem solving, including the ability to structure ambiguous problems, perform detailed root-cause analysis, and develop actionable recommendations. Able to address supply chain disruptions and operational inefficiencies.
  • Analytics and Modeling: Requires advanced Microsoft Excel modeling skills and strong PowerPoint presentation skills to present data-driven insights to senior leadership. Preferred knowledge of Power BI or Tableau. Demonstrates experience analyzing financial data, supply markets, and total cost of ownership.
  • Value Analysis: Demonstrates the ability to analyze clinical and operational practices in light of value analysis requirements to ensure products and services meet clinical standards while maximizing cost effectiveness.
  • Collaboration: Demonstrates the ability to work effectively within a team environment and secure buy-in through collaborative engagement across diverse departments. Able to lead cross-functional teams to consensus on product standardization and vendor selection.
  • Communication: Maintains strong written, verbal, and interpersonal communication skills. Possesses strong presentation skills and the ability to communicate complex sourcing strategies to executive leadership and clinical stakeholders.
  • Regulatory Knowledge: Strong understanding of federal, state, and regulatory contractual issues related to healthcare, including Stark Law, Anti-Kickback Statute, HITECH, Business Associate Agreements (BAA), and HIPAA requirements.
  • Organizational Skills: Highly organized and detail-oriented with the ability to manage multiple priorities and deadlines.
  • Team Leadership: Ability to foster a high-performing team environment that promotes accountability, collaboration, innovation, and professional development.
  • Supply Chain Expertise: In-depth knowledge of value analysis frameworks and methodologies, including evidence-based product evaluation and technology assessment.
  • Strong understanding of end-to-end healthcare supply chain processes, including procurement, contracting, distribution, item master data management, product standardization, and SKU rationalization.
  • Ability to use a consultative approach to understand business goals from variety of constituents to help organization develop and refine strategy and solutions.
  • Ability to think globally, strategically, and objectively and experience developing and executing large scale projects and change initiatives.
  • Excellent interpersonal skills (negotiation, listening and communication skills) characterized by effective interactions with a diverse range of internal and external constituents, stakeholders and audiences.

  • Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

  • Provides oversight of strategic supply chain processes including value analysis, RFP management, capital sourcing reviews, and procurement operations.
  • Leads non-labor supply and services savings initiatives to ensure fiscally responsible resource utilization across the health system.
  • Develops and coordinates strategic sourcing and contract development in collaboration with University Partners in Business Services and the Office of General Counsel, ensuring compliance with institutional contracting philosophies.
  • Establishes metrics and reporting methodologies to monitor supplier and organizational performance related to supply and service expenses.
  • Provides ongoing analysis and dashboard reporting of key performance indicators, including expense trends, savings performance, and supply utilization.
  • Establishes and oversees governance structures for value analysis, including multidisciplinary Value Analysis Committees across service lines and facilities.
  • Serves as a senior advisor to executive leadership and system partner.
  • Drives enterprise alignment, integration, and continuous improvement.
  • Manages supplier performance by monitoring contract compliance and conducting regular business reviews with strategic suppliers.
  • Resolves supplier performance issues proactively to minimize operational disruptions.
  • Leads development of sourcing savings targets through contract renewals and strategic negotiations involving procurement agreements, purchased services agreements, consignment agreements, and GPO contracts.
  • Partners with clinical and operational leaders to develop and execute complex RFPs and negotiate agreements based on business requirements and data analytics.
  • Ensures that supplier agreements support the financial and operational interests of both the Health System and the University.
  • Oversees implementation of GPO contracts to maximize contract coverage, product standardization, and rebate opportunities.
  • Develops departmental policies, standard operating procedures (SOPs), tools, templates, and work instructions governing procurement and sourcing functions.
  • Ensures all contracts comply with federal and state healthcare regulations and institutional contracting standards.
  • Maintains collaboration with the Office of General Counsel regarding regulatory and contractual matters, including liability and insurance considerations.
