The State Water Resources Control Board's Division of Administration Services has an opening for an Associate Accounting Analyst in our Accounting department for our Bonds/Federal Unit. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation. Under the general supervision of the Accounting Administrator I Supervisor, and consistent with good customer service practices and the goals of the State and Regional Board's Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and solicit and consider internal/external customers input when completing work assignments. The Associate Accounting Analyst is responsible for coordinating the work of the Bond/Federal Team and is responsible for advising Accounting Management with regards to the fiscal activities related to General Obligation Bond/Federal Funds. The incumbent prepares monthly reconciliations of Fi$Cal expenditures, receipts, encumbrances, and loans for Bond funds; reconciles and remits cash; review Bond Act legislation and advises management of potential impacts on accounting systems; and provides special analysis of revenues, expenditures, and projected cash flow for the bond coordination team within the Water Boards. They will also serve as a key member to centralize bond accounting by assisting with the maintenance and modification of the Loans and Grants Tracking System (LGTS). The Accounting Branch supports multiple funds, programs, State and Regional Water Boards as well as Drinking Water Offices throughout the State of California. This is a great opportunity for someone who is possibly interested in starting a state accounting career. The Water Board Accounting Branch provides a team environment with training and mentoring. The challenge and complexity of accounting for the many Water Board programs leads to great experience and upward mobility. Overtime during peak periods, such as yearend, may be required. Requirements

  • Must have Associate Accounting Analyst list, transfer, or reinstatement eligibility and be reachable on the certification list.

  • Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and the ability to perform the assigned duties of the class.
  • If the position requires driving, you must possess a current and valid driver's license.

Responsibilities

  • Coordinating the work of the Bond/Federal Team
  • Advising Accounting Management with regards to the fiscal activities related to General Obligation Bond/Federal Funds
  • Preparing monthly reconciliations of Fi$Cal expenditures, receipts, encumbrances, and loans for Bond funds
  • Reconciling and remitting cash
  • Reviewing Bond Act legislation and advises management of potential impacts on accounting systems
  • Providing special analysis of revenues, expenditures, and projected cash flow for the bond coordination team within the Water Boards
  • Assisting with the maintenance and modification of the Loans and Grants Tracking System (LGTS)
