About The Position

The Assistant Vice President of Transitional Housing provides oversight, leadership, and strategic direction to multiple transitional housing programs serving adults and families experiencing homelessness. The AVP ensures program excellence, regulatory compliance, contract adherence, and operational efficiency in accordance with the (NYC Department of Homeless Services (DHS), or other city governing agencies. The AVP supports Program Directors in delivering high-quality services that promote client stabilization, housing placement, safety, and well-being. They are also responsible for staff development, program performance monitoring, budget oversight, interagency coordination, and continuous quality improvement across the transitional housing portfolio.

Requirements

  • Master’s degree in Social Work, Public Administration, Business Administration, Human Services, or a related field required.
  • Minimum of 10 years of human services experience, including 7+ years in supervisory or senior management roles within homeless services, supportive housing, or related fields.
  • Direct experience working under DHS contracts and navigating DHS audits, reporting systems, and compliance standards.
  • Background in managing facilities serving individuals with behavioral health needs, substance use disorders, chronic homelessness, or other complex challenges

Responsibilities

  • Provide supervision to Program Directors across multiple transitional housing facilities.
  • Ensure all programs operate in full compliance with DHS requirements, including Critical Incident reporting, CARES documentation standards, and facility audit readiness.
  • Oversee implementation of service models that support housing placement, crisis intervention, service planning, and participant engagement.
  • Maintain adherence to all DHS, HRA, OTDA, HPD, and HUD regulatory policies, standards, and operating protocols.
  • Lead internal quality improvement efforts, including auditing program data, monitoring key performance indicators (KPIs), and implementing corrective action plans.
  • Ensure accurate and timely data entry in all required systems (e.g., CARES, PACT, AWARDS, CAIRS, HMIS, Salesforce).
  • Provide coaching, training, evaluation, and performance oversight to Program Directors.
  • Support Directors in managing diverse, multidisciplinary teams, including social services, operations, case management, and security staff.
  • Promote a supportive workforce culture that reflects organizational values.
  • Collaborate with the Finance and Executive Leadership to monitor program budgets, control expenses, and ensure contract deliverables are met.
  • Support planning and roll-out of new programs, expansions, or facility transitions.
  • Facilitate case conferences, provide guidance to Program Directors on complex client issues, and participate in crisis response situations as needed.
  • Ensure all service delivery activities uphold participant rights, safety, and dignity.
  • Represent the organization at DHS provider meetings, interagency working groups, community forums, coalitions, and audits.
  • Build and maintain professional relationships with DHS, HRA, HPD, law enforcement, hospitals, shelters, community-based organizations, and other partners.
