Serves as the Deputy Chief Human Resources Officer for the University. Performs complex and highly advanced work assisting in the direction, leadership, and strategic planning of Employee Relations and Engagement, Professional Development, Staffing & Compensation, HR Benefits, Tax Specialization, and Payroll. Serves as a senior advisor to University leadership on enterprise‑wide HR strategy, regulatory compliance, and workforce planning to ensure alignment with the University's mission and operational priorities.

Requirements

  • Master's degree in a related field and five years of progressive leadership experience in human resources.
  • Ability to organize work effectively, conceptualize and prioritize objectives, and exercise independent judgment.
  • Skilled in developing policies and operational procedures, managing multiple tasks, setting priorities, and organizing operations.
  • Ability to provide administrative guidance, conduct institutional training, and ensure supervision for such tasks as needed.
  • Ability to establish and maintain effective working relationships with administration, faculty, staff, and the public.
  • Strong oral and written communication and presentation skills.
  • Requires critical judgment, as decisions may have significant consequences.
  • Must possess excellent complex reasoning skills, as well as oral and written communication skills.
  • Must possess a demonstrated commitment to confidentiality, ethical practice, and continuous improvement.

Nice To Haves

  • Experience in organizational management, compensation, payroll, employee relations, benefits, and prior employment with a state institution of higher education is preferred.
  • A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.
  • Must exhibit a high level of professionalism, maturity, and executive-level judgment with a strong understanding of protocol, technology and knowledge of human resources laws and practices.
  • Champions process and technology improvements to increase efficiency and accuracy.

Responsibilities

  • Provides leadership and oversight to Employee Engagement and Relations to include ensuring Equal Employment Opportunity compliance, Professional Development, Staffing & Compensation, HR Benefits and Tax Specialization, and Payroll.
  • Collaborates with the Vice President for Administration to develop, establish, and communicate the strategic plan for Human Resources.
  • Advises university administrative officers on personnel matters.
  • Responsible for reporting, filing, compliance, and responding to inquiry or audits from related local, state, and federal regulatory agencies.
  • Interprets, develops, and revises human resources policies and procedures to ensure compliance with applicable laws, rules, and regulations.
  • Represents the department on university committees.
  • Participates in strategic planning and assessment of areas supervised.
  • Directs the development of the annual operating budget and oversees all departmental fiscal matters.
  • Performs other related duties as assigned.
  • Responds to national, regional, and governmental surveys.
  • Provides leadership and oversight of all functions within the assigned departments.
  • Assists in coordinating large-scale economic and resource projects.
  • Requires frequent interaction with university administration to support projects and strategic planning.
  • Interprets and applies complex directives, policies, regulations, statutes, and written guidelines related to overall organizational operations.
