About The Position

WSP is currently initiating a search for an Assistant Vice President to join our Economics and Forecasting team in our Los Angeles, CA office. The following locations will also be considered: Atlanta, Austin, Boston, Chicago, Denver, New York City, Portland, San Francisco, Seattle, and open to other offices. WSP USA’s Advisory Services professionals provide economics-driven advisory solutions that help clients navigate complex investment, policy, and development decisions. We integrate economic and financial analysis with infrastructure expertise to evaluate project feasibility, quantify economic impacts, and inform funding and delivery strategies. Our work helps clients maximize value, manage risk, and deliver infrastructure and development initiatives that support long-term economic performance and community outcomes. The Assistant Vice President role is a senior position within the Economics, Finance and Grants team, which offers great opportunities for professional growth. You will work directly with public and private organizations across the country to lead infrastructure‑related engagements and provide expert economic analysis to support investment, funding, and delivery decisions. Requirements

  • Bachelor’s degree in Economics, Finance, Planning, Public Policy or related disciplines
  • 10+ years of relevant experience in conducting economic and forecasting analysis
  • Proven experience in conducting rate studies for public utilities, including water, wastewater, or electric utilities
  • Proven experience in consulting or a comparable role in conducting complex economic analyses in transportation, infrastructure, energy, water, and related sectors
  • Proven track record of winning work, including leading business development efforts, shaping pursuit strategy, and securing new advisory engagements with public- and private-sector clients
  • Ability to collaborate across multidisciplinary teams to support client delivery and business development efforts
  • Ability to think creatively, work independently, and deliver high-quality work with minimal oversight
  • Demonstrated project management experience, including responsibility for delivering complex engagements on time and within scope and budget
  • Strong interpersonal, written and verbal communication skills
  • Strong analytical and quantitative skills
  • Established professional network with public‑sector agencies and stakeholders that can be leveraged to originate and win new advisory work

Nice To Haves

  • Master’s degree in Economics, Finance, Planning, Public Policy or related disciplines
  • Demonstrated ability to engage effectively with private- and public-sector clients, including federal, state, regional, or local agencies.
  • Familiarity with economic aspects and challenges of energy, water, and other infrastructure
  • Strong understanding of federal and state-level infrastructure policy and funding
  • Familiarity with U.S. Department of Transportation (USDOT) discretionary grant programs, with strong experience leading benefit-cost analyses, as well as experience supporting grant applications for other federal agencies such as FEMA and related resilience and infrastructure funding programs

Responsibilities

  • Lead economic, financial, and policy analysis for infrastructure-related projects, including transportation, energy, and water sectors
  • Foster “trusted advisor” service and future-ready solutions for clients
  • Contribute and lead various business development efforts end-to-end – from opportunity identification, proposal development, interview and negotiations
  • Leverage professional network across industry to support business development opportunities, marketing, proposals, and cross-selling of other WSP capabilities
  • Manage and oversee the development of economic models
  • Develop business cases for infrastructure investments
  • Independently perform complex quantitative analysis, document findings, and present project outcomes to client executives
  • Take initiative and work collaboratively with other team members to deliver high-quality deliverables and client services
