About the position

Under the administrative direction of the Town Engineer, this position plans and coordinates engineering activities for the Town, including the design and construction of land development projects, construction inspection services, infrastructure improvements, traffic studies, flood plain administration, and impact fee administration. Responsibilities

  • Reviews construction plans and specifications by analyzing, calculating, and checking engineering drawings for conformance with Town standards.
  • Reviews, analyzes, and prepares comments to Development Review Committee for new zoning, development plans, plats, and site plans.
  • Oversees preconstruction conferences and final closeout procedures to identify areas of concern and accept new infrastructure projects.
  • Responds to and resolves inquiries by the general public, developers, and organizations on specific engineering projects.
  • Performs engineering studies and analyses to resolve issues arising in the areas of traffic, school zones, flood plain interpretation, and long-range planning.
  • Executes personnel related managerial and supervisory functions to include hiring, training, delegating work assignments, evaluating, coaching, disciplining, and other related tasks.
  • Represents Town at regional and area meetings and attends professional development workshops to stay informed of trends and developments in the field of municipal engineering.
  • Assists the Town Engineer with the administration of the Town's Subdivision Ordinance and Engineering Design Standards.
  • Confers with property owners, developers, and registered surveyors regarding the preparation of development project designs.
  • Review and comment on proposed subdivision plats.
  • Interprets development-related ordinances.
  • Develops, updates, maintains, and implements the Town's plans for public infrastructure (water, wastewater, streets, drainage) to ensure high-quality services.
  • Plans, coordinates, and directs the Engineering Division's operations including streets, storm water systems, drainage, inspection, and engineering; assures Division's activities are compliant with all laws, policies and regulations.
  • Evaluates and manages the Town's Capital Improvement Program plans, and assists the Town Engineer in determining priorities and resource requirements; assures the integrity of the Engineering Department work products and procedures; reviews technical documents for accuracy and compliance with standards and practices; reviews status reports, and recommends appropriate actions.
  • Manages the development and implementation of the Town's Capital Improvement Program, including the design, procurement, and construction processes.
  • Analyzes Engineering Departments financial and resource information; develops and manages budgets and expenditures; manages the collection, analysis and reporting of administrative, operational and financial data; reviews, approves and submits administrative, technical and analytical reports.
  • Acts on behalf of the Town Engineer in his or her absence.
  • Supervises engineering division staff.
  • Performs other duties as assigned or required.

Requirements

  • Bachelor's degree in Civil Engineering is required.
  • Must be a Registered Texas Professional Engineer.
  • Five or more years of experience in Engineering and Management is required.
  • Municipal work experience is preferred.
  • Must be bondable.
  • Valid State of Texas Drivers License.

Nice-to-haves

  • Certified Floodplain Manager Certification preferred.
