About The Position

Assistant Terminal Manager – Fuels Position Summary: The Assistant Terminal Manager ensures on-site management of Performance Work Statement (PWS) requirements. The ATM shall have significant, specialized commercial or military experience in fuel terminal operations and maintenance performing and supervising tasks equivalent to an AF Fuels Management seven skill level (2F071) or nine-skill level (2F091) personnel. This experience shall include receiving, storing, issuing, and shipping petroleum products via tank truck, pipeline, rail, or tanker/barge as appropriate to the installation’s mode of receipt capability and maintenance and repair of bulk petroleum storage terminals, systems, and equipment. The ATM shall have significant, relevant, and preferably recent supervisory experience. Although general supervisory experience may be included, specialized supervisory experience in fuel terminal operations with emphasis in terminal maintenance, operations and environmental compliance must be predominant.

Requirements

  • The management, operation, and maintenance of: · Bulk aviation and ground fuel storage and distribution systems/facilities · Mobile (aviation and ground) fuel servicing equipment · Truck based and/or fixed direct ”hot” fuel servicing equipment and facilities · Service station facilities (manual/automated) · The management, handling, and disposition of used oil and/or recyclable jet fuel products · The quality surveillance of aviation and ground fuel products and support applicable to the contracted activity · Aviation and ground fuel inventory and administrative principles and practices · Fuel system maintenance and the administration and oversight of automated Preventive Maintenance systems and programs · Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of fuel storage and distribution systems, and the ability to read and understand basic drawings, blueprints, and system specifications.
  • Must be familiar with Fuels Manager computer program.
  • Shall have the education, training, background/experience, and skills required and necessary to make fiscal and management decisions, direct personnel, and work with individuals at all levels of corporate management and the military responsible for the contract.
  • Must be able to obtain/maintain all security requirements to work on contract to include but not limited to: Criminal background check, Police Report, U.S. Government background investigation for Secret level security clearance, and applicable base access requirements.
  • Minimum of five (5) collective years of experience in petroleum storage and distribution operations, airfield fuel services, and fuel systems maintenance. At least two (2) years should have been at a supervisory level of service within the five (5) year period immediately prior to the individuals hiring date. That experience shall be clearly documented supervisory experience and training in the areas noted above with emphasis on flight line operations, systems maintenance, inventory management, and quality surveillance.
  • Must be able to lift a minimum of 50 lbs.
  • Must be able to perform physical activities such as climb ladders, inspect tanks & trucks, bend, stoop, crawl, climb in and out of equipment, moderate daily on-site walking to inspect and perform spot checks, and working outdoors in heat and humidity.
  • The applicant must be able to work in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate.
