About The Position

The Assistant Superintendent for Finance and Operations administers all aspects of the school system’s business operations. The primary responsibilities include oversight of the Human Resources, Business, Central Registration, and Transportation offices and managing the Food Service contract. This oversight encompasses managing a municipal financial accounting system, preparing the annual budget and monitoring expenditures, preparing and analyzing strategic and long-range planning projections, and identifying cost-savings opportunities. The Assistant Superintendent for Finance and Operations reports to the Superintendent of Schools. Business Services: Oversees the Director of Finance and Business Operations in the management of all aspects of the district’s accounting and operations. Works with the Superintendent and School Committee to determine budget guidelines; leads the development of the annual budget in conjunction with the administration, and participates in communicating and presenting the budget to the School Committee, Town officials, faculty and staff, taxpayers and other constituencies. Prepares quarterly reports and projections for the Superintendent and School Committee on the status of the budget versus expenditures; distributes monthly expenditure reports to the schools; prepares periodic analyses as requested by Superintendent. Oversees the Director of Finance and Business Operations in preparing state and federal financial reports in support of grants and compliance requirements. Directs the competitive bid process and negotiates vendor contracts. Develops and manages all legal contracts for the School Department in consultation with Town Counsel. Supervises the activity in the transportation and food service programs; ensures compliance with state and federal regulations. Plans bus fleet replacement program with Transportation Coordinator. Implements and supervises policies regarding community use of facilities. Supervises implementation of policy and regulations regarding non-resident pupils; collects tuition and deposits with the Town Treasurer. Serves as liaison with Town Financial Services Director, Treasurer and Executive Director. Oversees the business office in the processing of invoices, warrants and payroll. Oversees and directs the development of long range improvements to existing schools as well as the planning of renovations and/or new construction as needed to support the educational programs by producing fiscal projections for proposed capital improvements. Coordinate with the Facilities Management Department (FMD) and Department of Public Works on capital, playground, and sustainability projects. Responsible for Central Registration of all students entering the Wellesley Public Schools, inclusive of Kindergarten Round Up and Elementary Transfer Option, as defined by School Committee policy. Human Resources With the Director of Human Resources, serves as the school administration collective bargaining representatives with units; serves as liaison to School Committee; prepares reports, proposals, and financial analyses as needed. Supervises the district’s personnel operations and oversees the work of the Director of Human Resources. Oversees all contractual obligations and resolution of contractual issues and grievances. Administration Leads committees and prepares reports for the Superintendent, as requested. Assists in system-wide strategic and long range planning; prepares annual enrollment report, K – 12 projections, and census report. Provides support to Principals and other administrators as they carry out their business management and operations responsibilities. Attends conferences and meetings related to current school business and personnel practices; represents the Superintendent at local and/or state meetings, as requested. Evaluates the Director of Finance and Business Operations, Director of Human Resources, the Transportation Director, and serves as a liaison between the school department and the Director of Food Services. Performs other duties as requested by the Superintendent of Schools.

Requirements

  • Licensed as a School Business Administrator and Superintendent/Assistant Superintendent by the Massachusetts Department of Elementary and Secondary Education (DESE) or credentials to satisfy license requirements.
  • Designation as Massachusetts Certified Public Purchasing Official (MCPPO)
  • Master’s Degree required – Educational Administration, Business Administration, Accounting or Finance, preferred.
  • Exemplary performance and demonstrated leadership in business and finance, municipal financial management, or a school administrative position, such as a Director of Finance, Business Manager, School Principal or one of comparable leadership responsibilities
  • Effective written and oral communication skills, presentation skills, and listening skills.
  • Experience working in a business or school system with a diverse population.
  • Strong analytical and computer skills required to support data base management forecasting, cost-benefit analysis and decision-making activities
  • Thorough knowledge of public-school finance, including knowledge of and state laws governing the financing of public schools, and a broad working knowledge of state funding for public education, accounting, municipal business practices and budget development
  • Knowledge of MUNIS or related accounting financial management system
  • Strong analytical aptitude, with an ability to see the big picture while maintaining impeccable attention to detail
  • Excellent oral and written communication and interpersonal skills
  • Ability to develop effective, collegial, and cooperative working relationships with all constituencies with the school community and municipal departments
  • Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable
  • Successful completion of a Criminal Record Check (C.O.R.I.), Sexual Offender Record Check (S.O.R.I) and fingerprints.
