Requirements

  • Graduation from high school or equivalent; plus, specialized training related to landfill operations, environmental regulations, etc.
  • 2 years of experience in the operation of landfill equipment.
  • Considerable knowledge of the principles and techniques of heavy landfill equipment operations; hazards and safety standards common in medium and heavy equipment operation, maintenance and repair; established landfill and transfer station operating procedures, policies and practices.
  • Working knowledge of the legal liabilities associated with facility use and access.
  • Working knowledge of principles of supervision and employee motivation practices; basic bookkeeping; basic mathematics; interpersonal communications and public relations; legal terms and definitions; problem solving; planning and goal setting techniques.
  • Ability to direct the work of others, read, interpret and apply moderately complex written and oral instructions related to identification and handling of hazardous and unacceptable materials; perform strenuous labor for extended periods of time under varying conditions; establish effective working relationships with employees, supervisors and the general public.
  • Must possess and maintain a current Idaho Class A Commercial Driver's License (no restrictions).
  • Must complete 40 Hour Hazwopper training within one year of appointment.
  • Must complete 8 Hour Hazwopper refresher annually.
  • Must complete Hazardous Waste Recognition Course annually.
  • Must complete SWANA MOLO training as soon as offered by SWANA, SWANA C&D training and SWANA Transfer Station Operation and Design training within first year (both trainings offered online by SWANA).
  • Must complete CPR training every two years (offered by county personnel).
  • Must be able to pass drug/alcohol testing and pre-employment background check.
  • Must be willing to work shifts including weekends and holidays.

Responsibilities

  • Assist with management of the day-to-day operations of waste transfer station and landfill sites; monitor operations to ensure compliance with various regulations and established policies and procedures; assist in monitoring operation expenditures for compliance with established budgets.
  • Provide training for Equipment Operators and Waste Management Technicians; review performance to ensure quality work; make recommendations affecting employment status such as retention, advancement, discipline, and discharge; participate in interviewing and selection process of new employees; conduct new hire orientation to operations and department policies, practices and procedures; monitor employee attendance; review and approve time records and authorize paid time off.
  • Understand and administer Bonneville County's personnel policies.
  • Assist with maintenance of various operations records; monitor use of equipment and general maintenance; oversee safety practices; assure compliance with safety guidelines, dumping regulations, and environmental standards by employees and general public; make recommendations to minimize risks and liabilities associated with facility functions and equipment operation.
  • Perform as a working supervisor; must have high level skill and ability to operate landfill equipment to move, compact and transfer solid waste; assists with general equipment preventative maintenance; assures proper operations of compactor; assists in the screening or waste, white goods, and regulated materials.
  • Monitor receiving and segregation of materials in the recycling area; provides information to the public concerning disposal and recycling of solid wastes; may assist with Freon recovery process.
  • Perform cleaning and maintenance of work areas using motorized sweepers and various cleaning equipment and chemicals; perform winter operations duties, i.e., snow removal to allow year-round public access.
  • Maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.
  • Perform other job-related duties as assigned or required.
