About The Position

The primary purpose of this position is to assist the Site Manager in directing all facets of business at HACP-operated sites. The incumbent will be responsible for providing support by overseeing property management employees, ensuring that all procedures and units are compliant with HUD, state, local, and HACP regulations, and enforcing leasing agreements and timely rent payments by residents. This position requires attendance at evening meetings, as well as the ability to be on call for two weeks each month. All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives. The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

Requirements

  • Bachelor’s Degree in business administration, public administration, real estate or related field from an accredited college or university supplemented by three (3) years’ experience in public housing or real estate.
  • Must be able to obtain a Certified Public Housing Manager certification during probationary period.
  • Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.
  • To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook).
  • Must have the ability to learn other computer software programs as required by assigned tasks.
  • The employee must receive a “Pass” rating on all trainings/examinations required for the employee (as identified by the HR Director, Director of Asset Management or designee).
  • Trainings/examinations required during probationary period must be successfully completed having received a “Pass” rating prior to the end of the probationary period.
  • If the employee does not receive a “Pass” rating on the first attempt, they may be afforded one additional attempt to receive a “Pass” rating. Failure to receive a “Pass” rating for any training may result in employment separation.
  • Trainings/examinations identified as required during employment at HACP must be completed successfully with a “Pass” rating.
  • The employee must receive a “Pass” rating on any training/examination taken within six (6) months of the training. Failure to receive a “Pass” rating for any training may result in employment separation.
  • To perform this job successfully, the employee is frequently required to travel to various Authority properties.
  • Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending onsite meetings and offsite meetings.
  • The employee must be able to exchange information in person, in writing, and via telephone.
  • The employee must occasionally transport up to 25 pounds.
  • Must have reliable transportation to and from work and to get to and from multiple HACP locations based on business needs and assignments.

Responsibilities

  • Assists in the managing the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
  • Develops a thorough knowledge and understanding of: HACP housing policies and procedures, site-based administrative processes, site-based accounting practices, all legal processes in which a property may be involved, all HACP forms and document requirements, labor contracts and HR policies, local market for low-income housing, and sound business practices of real estate rental industry, including marketing techniques.
  • Works with Site Manager to ensure the efficient operations of assigned sites by: developing and managing budgets and business plans, establishing goals and objectives, identifying deficiencies and missed targets/timelines, and enacting adjustments as needed to positively impact performance.
  • Performs necessary rent collection activities; takes steps to reduce rent delinquency rate and takes corrective legal action as necessary.
  • Shows units to eligible housing applicants and conducts lease orientation and signing, as directed by the Site Manager.
  • Assists in enforcing lease parameters; develops and maintains documentation of “for cause” eviction activities as necessary.
  • Assists in conducting regular site inspections and provide written reports of activities and findings.
  • Ensures timely completion and documentation of all maintenance activities and work orders.
  • Assists Facilities Services staff in the vacant unit turnaround process, including prioritization of units, assignment of resources, and communications on unit status with other departments.
  • Maintains good resident communications and relations, including holding regular meetings with resident leadership.
  • Assists the Site Manager and Asset Manager in conducting quality control and operational reviews to ensure compliance with federal, state, local, and HACP procedures.
  • Gathers data, analyzes information, and prepares monthly reports of key indicators as needed.
  • Performs other duties as assigned.
