About The Position

Assists in maintaining and operating the City's industrial wastewater pretreatment program. Supports the planning, development, analysis, coordination, implementation, and administration of water quality control programs in compliance with established Federal and State regulatory standards and permit requirements. Provides technical and administrative support to ensure the Wastewater Pretreatment Program operates effectively, maintains compliance with State and Federal mandates, and supports the protection of water quality.

Requirements

  • Knowledge of: Basic wastewater laboratory testing; fundamental principles of industrial pretreatment and wastewater systems; applicable federal, state, and local regulations; inspection and sampling procedures; and general safety practices related to hazardous materials.
  • Demonstrated ability to: lift and maneuver up to 60 lbs.; frequently walk and climb stairs; pull slide gates; operate knobs and levers by hand; and frequently bend to change knobs; work in confined spaces and with excessive noise levels; and frequently open manholes.
  • Ability to: Learn and apply regulations, codes, and standards; communicate effectively both orally and in writing; assist in preparing reports and documentation; follow instructions and exercise sound judgment; work independently and as part of a team; manage multiple tasks and meet deadlines; interact professionally with the public and coworkers; operate a computer and job-related software; and maintain required certifications and a valid Texas driver's license.
  • High school graduation or its equivalent.
  • Possession of or ability to obtain a Wastewater "C" Treatment License from the Texas Commission on Environmental Quality (TCEQ) within a specified timeframe.
  • Valid Texas driver's license required.
  • Must be able to obtain and maintain Cardiopulmonary Resuscitation (CPR) certification.

Nice To Haves

  • Three years of experience with some college in industrial wastewater, wastewater pretreatment, closely related field or equivalent is preferred
  • State of Texas Class B (commercial) driver's license is preferred

Responsibilities

  • Assists with responding to and initiating contact with system users; provides information on pretreatment requirements and regulations; supports resolution of discharge issues and permit compliance concerns;
  • Supports inspection, monitoring, and evaluation of system user discharge conditions; assists in identifying noncompliance with local, State, and Federal requirements and notifying users of violations under supervision;
  • Assists with investigations and tracing sources of illicit or illegal discharges into the wastewater system; participates in sampling activities of commercial, institutional, and industrial users; prepares documentation and reports;
  • Provides support during enforcement-related investigations; maintains records of inspections, sampling, and compliance activities; coordinates with supervisors and other departments as needed;
  • Performs routine laboratory and field tests on industrial and commercial discharges, including but not limited to pH, dissolved oxygen, chlorine residual, total suspended solids (TSS), and chemical oxygen demand (COD);
  • Maintains inventory of laboratory chemicals and equipment; notifies supervisor when supplies need to be reordered;
  • Cleans and maintains laboratory and field equipment in a safe and orderly manner;
  • Attends meetings, training sessions, and seminars related to wastewater pretreatment operations to remain current on regulatory changes and best practices;
  • Assists in reviewing permit applications, discharge reports, and pretreatment system data; supports preparation and issuance of permits and compliance documentation;
  • Participates in special studies such as sewer monitoring, local limits development, and pollution prevention initiatives; assists with public education and outreach efforts;
  • Supports calculations for wastewater surcharges, permit fees, and program-related data tracking;
  • Assists in explaining environmental regulations, municipal codes, and pretreatment requirements to system users, businesses, and the general public;
  • Reviews compliance monitoring and self-reporting data under supervision; assists in preparing reports and documentation;
  • Supports plan reviews for new and existing developments to ensure compliance with pretreatment requirements;
  • Assists with training coordination, data collection, and evaluation of outreach and program effectiveness;
  • Maintains accurate records and prepares clear, concise correspondence and reports;
  • Observes all safety rules and procedures;
  • Performs such other duties as may be assigned.
