About the position

The Assistant Planning Manager is a highly responsible administrative and professional position, focusing on managing planning/zoning functions, financial tracking, and coordinating the implementation of St. Lucie County's Impact/Mobility/Multi-Modal Fee programs. This role assists the Planning Manager with overseeing both current and long-range planning projects and collaborates with the Department Administration to oversee and report on the County's economic incentive programs. The position requires professional judgment and coordination with various County departments/divisions, other local governments, and regional and state agencies. Additionally, the role involves ensuring compliance with developer agreements between the County and private developers. This position works under the direction of the Planning Manager.

Responsibilities

  • Supervise Planning Technicians and coordinate administrative support functions, including front-line customer service, research, drafting correspondences, reports, and presentations, consultant coordination, transcription of minutes, and project closeout tasks such as invoicing, fee collection, and public noticing.
  • Coordinate development applications and permit review, ensuring receipt completion and completion review.
  • Assign development applications to planners and develop schedules to meet statutory deadlines in coordination with the Planning Manager.
  • Assist with departmental webpage, application, and software system.
  • Collaborate with the Senior Office Operations Specialists to formalize internal policies and Standard Operating Procedures (SOPs).
  • Ensure compliance with St. Lucie County Impact Fee Ordinances, state statutes, and interlocal agreements.
  • Interpret and implement provisions of Impact Fees Ordinances and establish procedures for program execution.
  • Monitor and ensure accurate collection of county impact fees and allocate fees among various agencies and fee types.
  • Prepare reports and presentations on collected fees, encumbered fees, usage, and proposed capital improvement programs for each fee category.
  • Oversee fraud prevention, detection, risk mitigation, and perform audits for financial and operational compliance in the impact fee program.
  • Track and reconcile impact fee mitigation and credit programs to ensure compliance.
  • Assist Planning and Development Services staff with zoning verification letter requests, planning data analysis, site analysis, legal advertisements, publications, and process improvements.
  • Coordinate with PDS Administration on updates and oversight of the County's Economic Incentive programs.
  • Ensure consistency with applicable federal, state, and local regulations.
  • Act as the Planning Manager in their absence.

Requirements

  • Bachelor's degree in Business Administration, Finance, Accounting, Public Administration, Economics, Urban/Regional Planning, or a closely related field.
  • Three years of experience in impact/development fee program management, fiscal analysis, economic development, or planning, with at least one year of management or supervisory experience. Public sector experience is preferred.
  • Familiarity with Florida Statutes, legislative processes, County Comprehensive Plan, Code of Ordinances, and Land Development Code.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to ensure compliance with impact fee regulations and procedures.
  • Valid Florida Driver's License and must maintain a good driving record.
