About The Position

An employee in this class performs a variety of administrative and professional duties in the management of recreation activities for the Town including personnel management, facility operations, contract oversight and maintenance, budget monitoring and developing and maintaining operating standards. This position is responsible for managing, directing and coordinating the operations of all Town recreation programs. This position is responsible for assisting with the development and implementation of the Master Plan, Strategic Plan and CAPRA accreditation initiatives. This position develops, monitors and implements the overall recreation strategy of the Town and develops collaborative relationships with community leaders. This position assists the Parks, Recreation and Cultural Resources director as needed and fills in when the director is unavailable. This position reports to the Parks, Recreation and Cultural Resources Director. This position has supervisory responsibilities.

Requirements

  • Any combination of education and experience equivalent to a bachelor's degree in recreation administration, public administration, sports management or related field and a minimum of five (5) years of experience in the management of a municipal recreation program, including three (3) years of supervisory experience.

Nice To Haves

  • Ten (10) years of progressively responsible leadership overseeing complex multi-division operations, with experience in strategic planning, CAPRA accreditation, and managing growth.
  • Prior experience as a Division Manager, Assistant/Deputy Director, or higher is also preferred.

Responsibilities

  • Performs administrative work in the development, management, implementation and evaluation of year-round recreation programming.
  • In coordination with the Director, represents the department on committees and neighborhood groups.
  • With oversight from the Director, develops long-range plans and strategies related to recreation.
  • Selects, supervises, directs work assignments, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Oversees and participates in the development and administration of assigned division's and Department's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
  • Plans, directs, coordinates, and reviews the work plan for supervisory, professional, and technical staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with subordinate managers and staff for planning and evaluation of activities and to identify and resolve problems.
  • Provides responsible staff assistance to the Director of Parks and Recreation; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to financial programs, policies, and procedures as appropriate.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Serves as the acting Director of the Department in the Director's absence; makes decisions and provides information as necessary in the Director's absence.
  • Develops, implements and monitors department contracts and manages vendor relationships and performance.
  • Applies for and manages grants to support programming.
  • Provides leadership and oversight for the daily operations, maintenance, and long -term planning of parks and recreation facilities, including community centers, athletic complexes and other public-use buildings.
  • Performs related duties as required.
